BROWN COUNTY COMMISSION

November 19, 2024 – GENERAL MEETING

Meeting called to order by Chairman Sutton at 8:45 A.M. in the Commission Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Dennert, Fjeldheim, Gage, Sutton and Wiese. Commissioner Fjeldheim led the Pledge of Allegiance.

APPROVAL OF AGENDA: Commissioner Wiese moved to approve the agenda, seconded by Gage.  All members present voting aye. Motion carried.

OPPORTUNITY FOR PUBLIC COMMENT: Senator Elect, Carl Perry shared with the Commission the pre-high school students Young Citizen and Youth of the Month Awards that were announced at the Exchange Club of Aberdeen Youth Awards Ceremony on November 18th.

MINUTES: Moved by Commissioner Dennert, seconded by Wiese to approve the General Meeting Minutes of November 12, 2024. All members present voting aye. Motion carried.

POST ELECTION AUDIT MINUTES: Moved by Commissioner Wiese, seconded by Gage to approve the Post Election Audit Minutes of November 14, 2024. All members present voting aye. Motion carried.

HR REPORT: Moved by Commissioner Gage, seconded by Dennert to acknowledge and approve the following Human Resource Report submitted by Human Resources Director, Allison Tunheim:

  • Hiring of Kayleene Holzer as Brown County 911 Communications Officer, FT; starting wage $22.37/hr. – effective November 25, 2024.
  • Transfer of Hayden Podoll from Brown County Jail 911 Communications Officer to Brown County 911 Shift Supervisor, FT; starting wage $26.59/hr. – effective November 24, 2024.
  • Resignation of Troy Grote, Brown County Highway Truck Driver, FT; effective November 22,2024. Request to fill.

All members present voting aye. Motion carried.

CLAIM ASSIGNMENTS: Moved by Commissioner Fjeldheim, seconded by Wiese to approve and authorize Auditor Heupel to sign the Claim Assignments against individuals to Credit Collections Bureau for the purpose of collecting liens. All members present voting aye. Motion carried.

ABATEMENTS/REFUNDS: Moved by Commissioner Dennert, seconded by Wiese to approve the following abatement or refund: Abatements: Parcel #17449: Tax Yr. 2024 – $93.78; Tax Yr. 2023 – $86.74; Tax Yr. 2022 – $86.74; Tax Yr. 2021 – $86.74; Tax Yr. 2020 – $86.74  All members present voting aye. Motion carried.

TRAVEL REQUEST: Moved by Commissioner Wiese, seconded by Gage to approve the following travel request: Dirk Rogers, Highway Superintendent, to attend Asphalt Conference Planning Committee on November 18, 2024 in Brookings, SD. All members present voting aye. Motion carried.

OTHER BUSINESS: Commissioner Wiese informed the commission that concerns were brought to his attention from Township Officials regarding road signs being pushed over by large harvest equipment and overweight vehicles being on posted township roads. Follow-up will be made to the Highway Department to make sure they are aware and also a follow-up with the Township officials.

EXECUTIVE SESSION: Moved by Commissioner Wiese, seconded by Dennert to go into Executive Session for Contracts, Personnel and Legal per SDCL 1-25-2. All members present voting aye. Motion carried. The chair declared the executive session closed with no action taken.

ADJOURNMENT: Moved by Commissioner Fjeldheim, seconded by Wiese to adjourn the Brown County Commission at 9:45 a.m. All members present voting aye. Motion carried.
