BROWN COUNTY COMMISSION
FEBRUARY 11, 2025 – GENERAL MEETING
Meeting called to order by Chairman Sutton at 8:45 A.M. in the Commission Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Dennert, Dinger, Gage, Sutton and Wiese. Auditor Heupel the Pledge of Allegiance.
APPROVAL OF AGENDA:
Moved by Commissioner Wiese, seconded by Dinger to approve the agenda. All members present voting aye. Motion carried.
LIFE-SAVING AWARDS:
Scott Meints, Emergency Management Director and Sheriff Lunzman presented a life-saving award and plaque to Sgt. Michael ‘Mike’ Hill, Deputy Bryan Gordon and Deputy Anthony ‘Tony’ Sorensen for saving an individual by performing CPR due to when they arrived at the scene the individual was unresponsive. The individual has made a full recovery.

DISCUSS PARKING LOT FOR MUSUEM EXPANSION:
Patricia Kendall, the Museum Director, met with the Commission wanting to further along the resolution regarding the parking lot and the Museum Expansion. After some discussion, it was decided to make a few changes to the Resolution and add it to the agenda for the February 18th Commission Meeting.
2024 ANNUAL COMPLIANCE CERTIFICATION REPORT:
Moved by Commissioner Wiese, seconded by Dennert to approve and authorize Chairman Sutton to sign the 2024 Annual Compliance Certification Report/2024 Operations Report – Air Emissions Inventory. All members present voting aye. Motion carried.
HOUSTON ENGINEERING MONITORING & CONSULTING SERVICES FOR 2025:

OTHER BUSINESS:
Scott Bader, Planning & Zoning Director, shared with the Commission that they are in the process of rezoning 3 lots to the Northside of the Courthouse to municipal and the 124 Building and parking lot, rezoning to municipal as well through the City of Aberdeen. Then there are 2 lots at the Fairgrounds that are going through Brown County Planning & Zoning to rezone to municipal as well.
EXECUTIVE SESSION:
Moved by Commissioner Wiese, seconded by Gage to go into Executive Session for Personnel and Legal per SDCL 1-25-2. All members present voting aye. Motion carried. The chair declared the executive session closed with no action taken.
Chairman Sutton questioned Auditor Heupel if she is alright with taking on the Welfare office duties because they received a request from the Sheriff’s office to take over some of the responsibilities. The Commission is inclined to tell them Thanks but No Thanks, the Auditor could handle them. Auditor Heupel was okay with that.
