BROWN COUNTY COMMISSION

APRIL 8, 2025 – CONSOLIDATED BOARD OF EQUALIZATION

Members of the Brown County Commission, Aberdeen City Council and Aberdeen School District 6-1 organized themselves as the 2025 Consolidated Board of Equalization, in accordance with SDCL 10-11-66 at 1:00 P.M. on April 8, 2025, in the Commission Chambers, Courthouse Annex, Brown County, South Dakota.  Oaths of Office were taken by Commissioners Kyler Dinger, Mike Gage and Duane Sutton, Aberdeen School Board Member Duane Alm and Aberdeen City Councilman Rob Ronayne.  Director of Equalization, Gene Loeschke and Appraisers Sarah Swenson, Russell Metz, Stephanie Morgan and Kathy Fischer were also in attendance.

Chief Deputy Auditor Sara Swisher called the meeting to order and called for nominations for Chairman. Commissioner Dinger nominated Commissioner Sutton as Chairman for the 2025 Consolidated Board of Equalization, seconded by Aberdeen School Board Member Alm adding nominations cease, and a unanimous ballot be cast for Commissioner Sutton for Chairman of the 2025 Consolidated Board of Equalization. All members present voting aye. Motion carried.

Aberdeen City Councilman Ronayne nominated Commissioner Gage as Vice-Chairman for the 2025 Consolidated Board of Equalization, seconded by Commissioner Dinger adding nominations cease, and a unanimous ballot be cast for Commissioner Gage for Vice-Chairman of the 2025 Consolidated Board of Equalization.  All members present voting aye.  Motion carried.

Moved by Aberdeen School Board Member Alm, seconded by Commissioner Dinger to approve the following recommendation from the Director of Equalization for Christopher & Jessica Stucke of Lt 3 Davies 4th RAR of Lt 7-13 Blk 24 Bennett & Thomas Addition property value reduction from $145,083 to $128,496. All members present voting aye. Motion carried.

Moved by Aberdeen City Councilman Ronayne, seconded by Commissioner Gage to approve the following recommendation from the Director of Equalization for Tri- Rivers LLC of the South 145.3’ Hoffs OL 1 Blk 7 Woolverton Addition property value reduction from $123,910 to $106,856. All members present voting aye. Motion carried.

Moved by Aberdeen School Board Member Alm, seconded by Commissioner Gage to approve the following recommendation from the Director of Equalization for Mussarat Ikramullah of Lt 7 Blk 19 Thomas Addition property value reduction from $200,326 to $153,994. All members present voting aye. Motion carried.

Moved by Commission Dinger, seconded by Aberdeen School Board Member Alm, to approve the following recommendation from the Director of Equalization for Lynne Fuhrman of Lt 1 Blk 1 Cedar Heights SD NW 8-123-63 property value reduction from $471,023 to $420,341. Commissioner Dinger – aye, Commissioner Gage – aye, Commissioner Sutton – aye, Aberdeen School Board Member Alm – aye, Aberdeen City Councilman Ronayne – abstained.  Motion carried.

Moved by Aberdeen City Councilman Ronayne, seconded by Commissioner Dinger to approve the following recommendation from the Director of Equalization for Joshua Latterell of the South 2’ of Lt 2 & North 48’ Lt 3 Blk 34 Bennett & Thomas Addition property value reduction from $243,867 to $221,273. All members present voting aye. Motion carried.

Moved by Aberdeen School Board Member Alm, seconded by Aberdeen City Councilman Ronayne to approve the following recommendation from the Director of Equalization for Dean Hoover of Lt 1 Blk 48 Bennett & Thomas Addition property value reduction from $52,092 to $39,500. All members present voting aye. Motion carried.

Moved by Commissioner Dinger, seconded by Commissioner Gage to approve the following recommendation from the Director of Equalization for Erdmann Properties LLC of BOLS #5 Park West Crt N ½ OL A I.S. Dayton’s OLS 2002 Schult 16×76 property value reduction from $32,864 to $10,000. All members present voting aye. Motion carried.

Moved by Commission Dinger, seconded by Aberdeen School Board Member Alm to approve the following recommendation from the Director of Equalization for Alan & Brenda Lanphere of Lt 7 Blk 6 Golden Acres 1st SD property value reduction from $403,038 to $362,150. All members present voting aye. Motion carried.

Moved by Commissioner Gage, seconded by Commissioner Dinger to approve the following recommendation from the Director of Equalization for Michael Johnson of Lt 3 Blk 2 Ashwood Heights SD SW 8-123-63 property value reduction from $477,102 to $459,347. All members present voting aye. Motion carried.

Moved by Aberdeen School Board Member Alm, seconded by Commissioner Gage to approve the following recommendation from the Director of Equalization for Alex Schnell of Lt 1-2 Blk 19 & S 15’ Lt 8 Blk 16 & E 50’ & Adj Lt 1-2 Blk 19 Simmons 1st Addition property value reduction from $232,863 to $209,511. All members present voting aye. Motion carried.

Moved by Commissioner Gage, seconded by Aberdeen City Councilman Ronayne to approve the following recommendation from the Director of Equalization for William & Jonelle Davis of Lt 1 Robertson-Schlangen Addition (Lt 20-21 Blk 95 H&L) property value reduction from $154,658 to $123,841. All members present voting aye. Motion carried.

Moved by Aberdeen School Board Member Alm, seconded by Commissioner Dinger to approve the following recommendation from the Director of Equalization for Monte Reese of Lt 8 Blk 11 Highland Park Addition property value reduction from $215,397 to $156,385. All members present voting aye. Motion carried.

Moved by Commissioner Dinger, seconded by Aberdeen School Board Member Alm to approve the following recommendation from the Director of Equalization for Rebecca Fjelstad of Lt 12 Blk 56 Thomas Addition property value reduction from $113,653 to $99,559. All members present voting aye. Motion carried.

All members present voting aye. Motion carried.

Moved by Commissioner Dinger, seconded by Commissioner Gage to approve the following recommendation from the Director of Equalization for Wylie Meadows LLC (4 parcels) of Lt 1 Blk 4 Wylie Meadows 2nd Addition NW 11-123-64 property value reduction from $75,000 to $15,000; Lt 14 Blk 1 Wylie Meadows 2nd Addition NW 11-123-64 property value reduction from $70,125 to $38,569; Lt 1 Blk 2 Wylie Meadows 2nd Addition NW 11-123-64 property value reduction from $41,640 to $33,312; Lt 1 Blk 1 Wylie Meadows 2nd Addition NW 11-123-64 property value reduction from $57,060 to $45,648.  Commissioner Dinger – aye, Commissioner Gage – aye, Commissioner Sutton – aye, Aberdeen School Board Member Alm – aye, Aberdeen City Councilman Ronayne – abstained.  Motion carried.

Moved by Commissioner Dinger, seconded by Aberdeen School Board Member Alm to approve the following recommendations from the Director of Equalization for Grand Junction Hospitality Group, LLC of Lt 1 Hoggs 1st SD NE 25-123-64 (Melgaard Park Add) property value reduction from $873,674 to $778,524. All members present voting aye. Motion carried.

RECESS: Moved by Aberdeen City Councilman Ronayne, seconded by Commissioner Gage to declare the Consolidated Board of Equalization recessed until 1:00 p.m. on April 22, 2025. All members present voting aye. Motion carried.
