BROWN COUNTY COMMISSION

June 10, 2025 – GENERAL MEETING

Meeting called to order by Chairman Sutton at 8:45 A.M. in the Commission Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Dennert, Dinger, Gage, Sutton and Wiese. Commissioner Dennert led the Pledge of Allegiance.

APPROVAL OF AGENDA: Moved by Commissioner Wiese, seconded by Dennert to approve the agenda. All members present voting aye. Motion carried.

OPPORTUNITY FOR PUBLIC COMMENT: None

SOLID & YARD WASTE COLLECTION SERVICE CONTRACT WITH DEPENDABLE SANITATION: Moved by Commissioner Wiese to approve and authorize Chairman Sutton to sign the Solid & Yard Waste Collection Service Contract with Dependable Sanitation which shall be effective March 15, 2025 through March 15, 2030. Seconded by Commissioner Dinger. All members present voting aye. Motion carried.

APPLICATIONS FOR OCCUPANCY: Moved by Commissioner Dinger, seconded by Dennert to approve the following applications submitted by Northern Electric Cooperative for occupancy for boring of underground primary electric cable of Brown County Highway 6, in Section 12-T122-R65, Brown County, South Dakota and of Brown County Highway 6, in Section 36-T124-R65, Brown County, South Dakota. All members present voting aye. Motion carried.

HIGHWAY DEPARTMENT UPDATE: Dirk Rogers, Highway Superintendent informed the Commission that the guardrail at Richmond was in the process of being installed; Bituminous is paving around Claremont and Hecla area; D.O.T is going to be letting in July for the Elm Lake Bridge; Sand Lake Bridge won’t be started until early next spring.

Dirk discussed the bridge that Andrew Davis wants to buy from the County at 125th and 398th; this bridge overlaps with landowners and township, they will need to vacate the road and then if that all happens, Dirk will do a Resolution and take it off the County inventory.

The highway department is continuing with patching and mowing. Dirk informed the Commission that they are short on office staff this week, so if they get any phone calls, they are aware of the situation.

HR REPORT: Moved by Commissioner Dennert, seconded by Wiese to approve the following Human Resource Report submitted by Human Resources Director, Allison Tunheim:

  • Resignation of Aleigha Allison, Brown County Fairgrounds Seasonal Worker, effective May 30, 2025.
  • Hiring of Jesse Hernandez as Brown County Fairgrounds Seasonal Worker; starting wage $14.50/hr. – effective June 11, 2025
  • Hiring Part-Time (as needed) Bartenders at $10.00/hr. + tips. Bartenders filling in as Leads will be at $12.00/hr. + tips – effective August 10, 2025.

  • Adding Museum volunteer, Kristi Johnson, to the approved volunteer list for work-comp purposes.

LEASE AGREEMENTS: Moved by Commissioner Dinger, seconded by Gage to approve and authorize Chairman Sutton to sign the following lease agreements: Troy & Amy Haselhorst to lease the Clubhouse on June 18-22, 2025 for a Wedding; Aberdeen Area Running Club to lease the Fairgrounds on September 17, 2025 for Beer Run running event; Good Shepherd Lutheran Church to lease the Richmond Lake Youth Camp on October 12-13, 2025. All members present voting aye. Motion carried.

CLAIM ASSIGNMENTS: Moved by Commissioner Gage, seconded by Dennert to approve and authorize Auditor Heupel to sign the Claim Assignments against individuals to Credit Collections Bureau for the purpose of collecting liens. All members present voting aye. Motion carried.

TEMPORARY SPECIAL EVENT ALCOHOL LICENSE PERMIT HEARING FOR SPURS: Moved by Commissioner Wiese, seconded by Dinger to authorize advertising public hearing for the following Special Alcohol License Permit: SPURS Therapeutic Riding Center, Aberdeen, SD – SPURS 2nd Addition – NW ¼ of Sec 6-T123N-R63W Brown County, SD on July 1, 2025. (Special License effective September 20, 2025). All members present voting aye. Motion carried.

LOTTERY PERMITS: Moved by Commissioner Wiese, seconded by Gage to approve and authorize Chairman Sutton to sign the applications submitted by SPURS Therapeutic Riding Center, Inc. for a lottery to be held on September 20, 2025 at the SPURS Barn Dance to raise funds for operating costs; and for a lottery to be held on December 15, 2025 or sooner depending on when tickets are sold out at the SPURS Therapeutic Riding Center to raise funds for operating costs. All members present voting aye. Motion carried.

LANDFILL TONNAGE REPORT: Moved by Commissioner Dennert, seconded by Wiese to acknowledge the Landfill Tonnage Report for May 2025. All members present voting aye. Motion carried.

TRAVEL REQUESTS: Moved by Commissioner Dinger, seconded by Wiese to approve the following travel requests: Dirk Rogers & Matt Heupel, Highway Department to attend Summer Meeting on June 11-13, 2025 in Pierre and Dirk Rogers to attend Hall of Honor Selection Committee on June 17, 2025 in Pierre. All members present voting aye. Motion carried.

OTHER BUSINESS: None

EXECUTIVE SESSION: Move by Wiese, seconded by Dennert to go into Executive Session for Personnel, Legal & Contracts per SDCL 1-25-2. All members present voting aye. Motion carried.

The Chair declared the Executive Session closed with No Action taken.

ADJOURNMENT: Moved by Commissioner Dennert, seconded by Wiese to adjourn the Brown County Commission at 10:29 a.m. All members present voting aye. Motion carried.
