BROWN COUNTY COMMISSION

JUNE 3, 2025 – GENERAL MEETING

Meeting called to order by Chairman Sutton at 8:45 A.M. in the Commission Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Dennert, Dinger, Gage, Sutton and Wiese. Commissioner Dinger led the Pledge of Allegiance.

APPROVAL OF AGENDA: Moved by Commissioner Wiese, seconded by Gage to approve the agenda. All members present voting aye. Motion carried.

OPPORTUNITY FOR PUBLIC COMMENT: Andrew Davis asked to purchase the bridge at 125th and 398th for a $1,000.00. Dirk Rogers, Highway Superintendent asked what he planned to do with it. Andrew said he planned to maintenance it and get it back to being travelable, would place stop signs on both ends with a sign saying private bridge and travel at your own risk. Dirk said he will need to do some research, to make sure that the County would not be liable for anything. He offered it for a $1, because the alternative would be to put a $3.5 million dollar bridge in there, which is not something they plan to do. Dirk suggested vacating the road at least 100 feet on each side of the bridge may help with the bridge ownership. Andrew and Dirk will be in contact on this to see what can be done.

SOFTWARE PURCHASE: Lynn Heupel, Brown County Auditor, informed the Commission that she reached out to Tyler Tech once again and they would not reduce the price any further because that would be 2 for the price of one. After further discussion, Commissioner Wiese moved to approve the purchase of Grant Management and Purchase Accounting software at the cost of $6,500.00 from Tyler Technologies; seconded by Dennert. All members present voting aye. Motion carried.

MINUTES: Moved by Commissioner Dennert, seconded by Wiese to approve the General Meeting Minutes of May 27, 2025. All members present voting aye. Motion carried.

HR REPORT: Moved by Commissioner Dinger, seconded by Dennert to approve the following Human Resource Report submitted by Human Resources Director, Allison Tunheim:

  • Transfer of Joel Torigian from FT Brown County Jail Detention Officer to FT Brown County JDC Officer, effective June 8, 2025.
  • Hiring of Kristie Scherbenske on a temporary part-time basis for the Auditor’s Office, wage $20.00/hr. – effective June 9, 2025.

All members present voting aye. Motion carried.

OPERATING TRANSFERS: Moved by Commissioner Wiese, seconded by Gage to approve and authorize the following operating transfers from the General Fund #101.5.911.191 in the total amount of $7,286,568.98 to the Road & Bridge Fund #201.4.371 @ $6,507,098.42; E-911 Communications #207.4.371 @ $500,000.00; Emergency Management #226.4.371 @ $174,998.51 and 24/7 Sobriety #248.4.371 @ $104,472.05, as reflected in the 2025 General Fund Budget. All members present voting aye. Motion carried.

LEASE AGREEMENTS: Moved by Commissioner Dennert, seconded by Wiese to approve and authorize Chairman Sutton to sign the following lease agreements: Heidi Klein to lease the Richmond Lake Youth Camp on June 12-15, 2025 for a Family Reunion; April Reich to lease tables and chairs on July 9, 2025. All members present voting aye. Motion carried.

CLAIM ASSIGNMENTS: Moved by Commissioner Dinger, seconded by Wiese to approve and authorize Auditor Heupel to sign the Claim Assignments against individuals to Credit Collections Bureau for the purpose of collecting liens. All members present voting aye. Motion carried.

OTHER BUSINESS: None

ABERDEEN AREA COMMUNITY FOUNDATION GRANT: Ross Aldentaler, State’s Attorney Deputy shared the State’s Attorney office would like to apply for a grant through the Aberdeen Area Community Foundation in the amount of $2,499.00 to purchase an Integrated Listening Assessment (ILA) device to assist staff to communicate with individuals who have limited or no English proficiency. Moved by Commissioner Wiese to approve and authorize Karly Winter, State’s Attorney to apply for the Aberdeen Area Community Foundation Grant for an ILA device; seconded by Dinger. All members present voting aye. Motion carried.

EXECUTIVE SESSION: Move by Wiese, seconded by Dennert to go into Executive Session for Legal & Personnel per SDCL 1-25-2. All members present voting aye. Motion carried.

The Chair declared the Executive Session closed with No Action taken.

ADJOURNMENT: Moved by Commissioner Wiese seconded by Dinger to adjourn the Brown County Commission at 9:31 a.m. All members present voting aye. Motion carried.
