ABERDEEN CITY COUNCIL MEETING
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, November 25, 2024, at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Charlotte Liebelt, Rich Ward, Alan Johnson, Justin Reinbold, Tiffany Langer, David Novstrup, and Mayor Travis Schaunaman. Council Members Rob Ronayne and Erin Fouberg were absent.
City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, and Jordan McQuillen.
PLEDGE OF ALLEGIANCE
Mayor Schaunaman led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion by Liebelt, second by Ward to approve the agenda. Voice vote to approve, all present voting aye, motion carried.
MINUTES
Motion by Reinbold, second by Liebelt to approve the minutes of the November 18, 2024, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.

OLD BUSINESS
SECOND READING AND FINAL ADOPTION OF ORDINANCE 24-11-01 SUPPLEMENTING THE 2024 BUDGET TO APPROPRIATE FUNDS FOR VARIOUS UNANTICIPATED PROJECTS, ACTIVITIES, AND EXPENDITURES
Finance Officer McQuillen presented the second reading of ordinance 24-11-01. Motion by Johnson, second by Novstrup, to approve the second reading and final adoption of Ordinance 24-11-01 supplementing the 2024 budget to appropriate funds for various unanticipated projects, activities, and expenditures. Roll call vote to approve, all present voting aye, motion carried.
NEW BUSINESS
ABERDEEN AREA CHAMBER OF COMMERCE – MARKETING UPDATE
Gail Ochs, Chief Executive Officer of the Aberdeen Area Chamber of Commerce, provided the marketing update for the Aberdeen Area Chamber of Commerce. Councilwoman Fouberg joined the meeting at 5:40 p.m.
CONCURRENCE WITH WEB AND BDM OF USE OF WINS-DESIGNATED GRANT FUNDS TO AWARD CONSTRUCTION BID FOR SEGMENT OF WINS PROJECT
City Manager Bobzien presented the concurrence with WEB and BDM. Motion by Johnson, second by Novstrup to (1) approve the use of WINS designated grant funds (totaling approximately $37,200,000) from the American Rescue Plan Act and from the State Water Resource Management System on the construction of the Spring Lake and Bowdle segment of the WINS Project, (2) to concur with WEB and BDM in the award by WEB of the low bid of SJ Lewis in the amount of $35,830,606.69 for construction of the Spring Lake and Bowdle segment of the WINS Project, (3) to concur with WEB and BDM in the rejection of the bids on the Ipswich segment, and (4) to authorize the City Manager to execute necessary documents after review and approval by the City Attorney. Roll call vote to approve with no vote from Langer, all others present voting aye, motion carried.
REVIEW AND APPROVAL OF CLAIMS AND PAYROLL
Motion by Ward, second by Novstrup to approve payment of the bills listed for November 25, 2024.
