12/2/24 MINUTES

ABERDEEN CITY COUNCIL MEETING

            City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, December 2, 2024, at 5:30 p.m., regular meeting of the City Council.

CALL TO ORDER

MEETING ROLL CALL

            Present at roll call were City Council Members Rob Ronayne via teleconference, Erin Fouberg, Charlotte Liebelt, Rich Ward, Alan Johnson, Justin Reinbold, Tiffany Langer via teleconference, David Novstrup, and Mayor Travis Schaunaman.

City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Rich Krokel, Dave McNeil, and Jordan McQuillen.

PLEDGE OF ALLEGIANCE

Mayor Schaunaman led the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion by Novstrup, second by Ward, to approve the agenda. Voice vote to approve, all present voting aye, motion carried.

MINUTES

Motion by Liebelt, second by Reinbold, to approve the minutes of the November 25, 2024, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.

OPEN FORUM

No one appeared in open forum to address the Council.

CONSENT CALENDAR

Motion by Ward, second by Novstrup, to approve the following items on the consent calendar:

SET BID DATE ON DECEMBER 17, 2024, until 2:00 p.m. for Reclaimed Concrete & Asphalt

NEW TAXI DRIVER LICENSE AND RENEWAL for Phillip Woods and Peyton Heistand

NEW BUSINESS

REAPPOINTMENT OF DON WEIGEL TO THE BOARD OF ZONING ADJUSTMENT FOR A 3-YEAR TERM BEGINNING DECEMBER 12, 2024

Community Development Director Hubbart presented the reappointment. Motion by Reinbold, second by Ronayne, to approve the reappointment of Don Weigel to the Board of Zoning Adjustment for a 3-year term beginning December 12, 2024. Voice vote to approve, all present voting aye, motion carried.

REAPPOINTMENT OF PAT SCHUMACHER TO THE BOARD OF ZONING ADJUSTMENT FOR A 3-YEAR TERM BEGINNING DECEMBER 12, 2024

Community Development Director Hubbart presented the reappointment. Motion by Liebelt, second by Ward, to approve the reappointment of Pat Schumacher to the Board of Zoning Adjustment for a 3-year term beginning December 12, 2024. Voice vote to approve, all present voting aye, motion carried.

FIRST READING OF ORDINANCE 24-12-01 SETTING THE FEES AND CHARGES FOR CERTAIN SERVICES PROVIDED BY THE CITY OF ABERDEEN FOR 2025

Finance Officer McQuillen presented the ordinance. Motion by Ronayne, second by Novstrup, to approve the first reading of Ordinance 24-12-01 setting the fees and charges for certain services provided by the City of Aberdeen for 2025. Roll call vote to approve, all present voting aye, motion carried.

APPROVAL AND AUTHORIZATION OF CITY MANAGER TO SIGN THE SD AIRPORT TERMINAL PROGRAM GRANT AGREEMENT

Transportation Director Krokel presented the agreement. Motion by Johnson, second by Reinbold, to approve and authorize the City Manager to sign the SD Airport Terminal Program Grant Agreement. Roll call vote to approve, all present voting aye, motion carried.

Motion by Ward, second by Johnson, to approve payment of the bills listed for December 2, 2024.

Roll call vote to approve with Ronayne abstaining to payments made to Neil & Joan Bellikka and Plains Commerce Bank, and Fouberg abstaining from payments made to Dacotah Bank, all others present voting aye, motion carried.

CITY MANAGER’S REPORT

City Manager Robin Bobzien outlined a busy upcoming schedule with staff performance evaluations and several appreciation certificates to complete for the week.

There being no further business, motion by Johnson, second by Novstrup, to adjourn the meeting.  Voice vote to adjourn, all present voting aye, motion carried. The meeting adjourned at 5:48 p.m.
