6.23.25 MINUTES

ABERDEEN CITY COUNCIL MEETING

            City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, June 23, 2025, at 5:30 p.m., regular meeting of the City Council.

CALL TO ORDER

MEETING ROLL CALL

            Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Rich Ward, Alan Johnson, Talmage Ekanger, Tiffany Langer, David Novstrup, and Mayor Travis Schaunaman.

City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, and Jordan McQuillen.

PLEDGE OF ALLEGIANCE

Mayor Schaunaman led the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion by Ekanger, second by Ward, to approve the agenda with modifications to consent calendar and item 7C. Voice vote to approve, all present voting aye, motion carried.

MINUTES

Motion by Johnson, second by Liebelt, to approve the minutes of the June 16, 2025, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.

OPEN FORUM

No one appeared in open forum to address the Council.

CONSENT CALENDAR

Motion by Ward, second by Ronayne, to approve the following items on the consent calendar:

DAY CARE LICENSE RENEWAL – Gina Ryan and Tracy Whittlinger

NEW TAXI DRIVER LICENSE – Todd Hieb

COMMUNITY EVENT PERMIT AND STREET CLOSURE for the following organization: Aberdeen Area Chamber of Commerce: Business After Hours on July 10, 2025

COMMUNITY EVENT PERMIT for the following organization: Red Rooster/Fallout: Locals Concert on June 27, 2025, and Fallout Art Festival on August 3, 2025

Voice vote to approve, all present voting aye, motion carried.

NEW BUSINESS

REAPPOINTMENT OF MIKE ERICKSON TO THE ABERDEEN AIRPORT BOARD FOR ANOTHER FIVE-YEAR TERM ENDING JUNE 30, 2030

Mayor Schaunaman presented the reappointment. Motion by Johnson, second by Ekanger, to approve the reappointment of Mike Erickson to the Aberdeen Airport Board for another five-year term ending June 30, 2030. Voice vote to approve, all present voting aye, motion carried.

ABERDEEN AREA CHAMBER OF COMMERCE – MARKETING UPDATE

Executive Director of the Aberdeen Area Chamber of Commerce, Gail Ochs, presented the marking update for the Chamber of Commerce.

APPROVAL OF A SPECIAL ONE DAY RETAIL ON-SALE BEER, WINE AND CIDER LICENSE FOR ABERDEEN AREA CHAMBER OF COMMERCE BUSINESS AFTER HOURS ON THE FOLLOWING DATES AND LOCATIONS: JULY 10, 2025, AT MAIN STREET, 400 BLOCK UP TO 4TH AVENUE, AND AUGUST 7, 2025, AT TWIN CITY FAN, 515  COMMERCE STREET

Mayor Schaunaman opened the public hearing for the special one-day alcohol license. Motion by Langer, second by Novstrup, to approve the Special One Day Retail On-Sale Beer, Wine and Cider License for Aberdeen Area Chamber of Commerce Business After Hours on the following dates and locations: July 10, 2025, at Main Street, 400 block up to 4th Avenue, and August 7, 2025, at Twin City Fan, 515  Commerce Street. Voice vote to approve, all present voting aye, motion carried.

APPROVAL OF A NEW RETAIL (ON-OFF SALE) MALT BEVERAGE & SD FARM WINE LICENSE FOR CATHERINE INFANTE DBA BISTRO 42, 420 SOUTH MAIN STREET [CONTINGENT ON FINAL INSPECTION AND CERTIFICATE OF OCCUPANCY BEFORE OPERATING – RESTAURANT MUST BE APPROVED BY THE SD DEPARTMENT OF HEALTH]

Mayor Schaunaman opened the public hearing for the new alcohol license. Motion by Ronayne, second by Ward, to approve the Retail (on-off sale) Malt Beverage & SD Farm Wine license for Catherine Infante dba Bistro 42, 420 South Main Street [contingent on final inspection and certificate of occupancy before operating – restaurant must be approved by the SD Department of Health]. Voice vote to approve, all present voting aye, motion carried.

APPROVAL OF PAY REQUEST NUMBER 4, IN THE AMOUNT OF $39,326.90, TO CLIMATE CONTROL FOR THE WATER TREATMENT HEAT EXCHANGER IMPROVEMENTS PROJECT

City Engineer Nelson presented the pay request. Motion by Johnson, second by Liebelt, to approve pay request number 4, in the amount of $39,326.90, to Climate Control for the Water Treatment Heat Exchanger Improvements project. Roll call vote to approve with Council Member Ward and Mayor Schaunaman abstaining, all others present voting aye, motion carried.

REVIEW AND APPROVAL OF CLAIMS AND PAYROLL

Motion by Novstrup, second by Ronayne, to approve payment of the bills listed for June 23, 2025.

CITY MANAGER’S REPORT

City Manager Bobzien announced the budget reviews with all departments are complete. Mayor Schaunaman recognized Council Member Langer during her final City Council meeting.

There being no further business, motion by Ronayne, second by Langer, to adjourn the meeting. Voice vote to adjourn, all present voting aye, motion carried. The meeting adjourned at 5:59       p.m.
