RESOLUTION NO. 24-09-02R

RESOLUTION TO APPROVE THE ALLOCATION OF PROMOTION FUND DOLLARS TO VARIOUS COMMUNITY ORGANIZATIONS IN 2025

WHEREAS, South Dakota Codified Law 10-52A-2 allows municipalities to impose an additional municipal non-ad valorem tax at the rate of one percent upon the gross receipts of all leases or rentals of hotel, motel, campsites, or other lodging accommodations within the municipality for periods of less than twenty-eight consecutive days, or sales of alcoholic beverages, or establishments where the public is invited to eat, dine, or purchase and carry out prepared food for immediate consumption, or ticket sales or admissions to places of amusement, athletic, and cultural events, or any combination thereof; and

WHEREAS, The tax shall be levied for the purpose of land acquisition, architectural fees, construction costs, payments for civic center, auditorium, or athletic facility buildings, including the maintenance, staffing, and operations of such facilities and the promotion and advertising of the city, its facilities, attractions, and activities; and

WHEREAS, City of Aberdeen Ordinance 24-09-01 “2025 Appropriations Ordinance” provides for $1,300,000 in budgetary authority for activities related to the purpose of land acquisition, architectural fees, construction costs, payments for civic center, auditorium, or athletic facility buildings, including the maintenance, staffing, and operations of such facilities and the promotion and advertising of the city, its facilities, attractions, and activities hereinafter described as “Promotion Funds”;

NOW, THEREFORE, BE IT RESOLVED by the Aberdeen City Council that the following Promotion Fund allocations are hereby approved for the fiscal year 2025: Aberdeen Area Arts Council: $26,000, Aberdeen Community Concert Association: $2,500, Aberdeen Community Theatre: $30,000, Aberdeen Area Convention & Visitors Bureau: $510,000, Aberdeen Downtown Association: $99,000, Aberdeen Family YMCA: $82,500, Aberdeen Gymnastics Association: $10,000, Aberdeen Swim Club: $10,000, Boys & Girls Club of Aberdeen: $100,000,Chamber of Commerce City Marketing: $120,000, Dacotah Prairie Museum: $10,000, NSU – Educational Impact: $185,000, Parks, Recreation & Forestry – Storybook Land Projects: $65,000, Parks, Recreation & Forestry – Aberdeen Dome: $50,000,

BE IT FURTHER RESOLVED, that the City Manager and Finance Officer are authorized to initiate disbursement to recipients contingent upon the availability of Promotion Fund receipts in 2025 and after the submission of an annual or biennial audited financial statements performed by a certified independent audit firm for organizations receiving an allocation of $100,000.00 or more.
