ABERDEEN CITY COUNCIL MEETING

City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, March 24, 2025, at 5:30 p.m., regular meeting of the City Council.

CALL TO ORDER

MEETING ROLL CALL

            Present at roll call were City Council Members Rob Ronayne, Erin Fouberg via teleconference, Charlotte Liebelt, Rich Ward, Alan Johnson, Tiffany Langer via teleconference, David Novstrup, and Mayor Travis Schaunaman.

City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, and Cathy McNickle.

PLEDGE OF ALLEGIANCE

Mayor Schaunaman led the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion by Ward, second by Liebelt, to approve the agenda. Voice vote to approve, all present voting aye, motion carried.

MINUTES

Motion by Liebelt, second by Novstrup, to approve the minutes of the March 17, 2025, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.

OPEN FORUM

No one appeared in open forum to address the Council.

CONSENT CALENDAR

Motion by Johnson, second by Ward, to approve the following items on the consent calendar:

NOMINATING PETITION – receive and place on file: 1. Kurt Preszler for City Council Member for Southeast District, a five-year term, and 2. Chad Nilson for City Council Member for Southeast District, a five-year term

NEW BUSINESS

ABERDEEN AREA CONVENTION & VISITORS BUREAU 2024 MARKETING PRESENTATION

Casey Weismantel, Executive Director of the Aberdeen Area Convention & Visitors Bureau presented the bureau’s 2024 Marketing.

POSSIBLE APPROVAL OF RESOLUTION 25-03-02R INVALIDATING VOTES OF A COUNCIL MEMBER DUE TO CONFLICTS OF INTEREST

City Attorney Wager presented Resolution 25-03-02R. Motion by Johnson, second by Novstrup, to approve Resolution 25-03-02R invalidating votes of a council member due to conflicts of interest. Roll call vote to approve with Councilman Ward abstaining, all present voting aye, motion carried.

FIRST READING OF ORDINANCE NO. 25-03-01 AMENDING THE REQUIREMENTS FOR A BUILDING MOVING PERMIT SET FORTH IN CHAPTER 46 OF THE ABERDEEN CITY CODE

Community Development Director Hubbart presented Ordinance No. 25-03-01. Motion by Ronayne, second by Johnson, to approve the first reading of Ordinance No. 25-03-01 amending the requirements for a building moving permit set forth in Chapter 46 of the Aberdeen City Code and motion by Ward, second by Novstrup, to amend the current height to not exceed 13 feet to 15 feet. Roll call vote to approve the amendment, all present voting aye, motion carried. Roll call vote to approve the ordinance, all present voting aye, motion carried.

POSSIBLE ABATEMENT OF PROPERTY TAXES FOR REAL PROPERTY WITHIN CITY LIMITS

Deputy Finance Officer McNickle presented the abatement. Motion by Ronayne, second by Ward, to approve the abatement of property taxes for real property within city limits. Roll call vote to approve, all present voting aye, motion carried.

CONSIDERATION OF REQUEST TO WAIVE TIF APPLICATION FEES FOR AFFORDABLE HOUSING TIF APPLICATION SUBMITTED BY HOMES ARE POSSIBLE INCORPORATED

City Manager Bobzien presented the consideration of request to waive TIF application fees. Motion by Ward, second by Novstrup, to approve the consideration of request to waive TIF application fees for Affordable Housing TIF Application Submitted by Homes Are Possible Incorporated. Roll call vote to approve with Councilman Ronayne abstaining, all others present voting aye, motion carried.

APPROVAL OF PAY REQUEST #4 IN THE AMOUNT OF $108,287.11 TO DAHME CONSTRUCTION INC., FOR PROJECT ST-2024-1 (MILL & OVERLAY IMPROVEMENTS)

City Engineer Nelson presented the pay request. Motion by Ronayne, second by Johnson, approve pay request #4 in the amount of $108,287.11 to Dahme Construction Inc., for project ST-2024-1 (Mill & Overlay Improvements). Roll call vote to approve, all present voting aye, motion carried.

REVIEW AND APPROVAL OF CLAIMS AND PAYROLL

Motion by Liebelt, second by Ronayne, to approve payment of the bills listed for March 24, 2025.
