CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Rich Ward, Alan Johnson, Talmage Ekanger, Chad Nilson, David Novstrup, and Mayor Travis Schaunaman.
City Staff present were Dave McNeil, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Tanner Jondahl, Amber Schwab, Max Stoltenburg, and Jordan McQuillen.

Mayor Schaunaman led the Pledge of Allegiance.

Motion by Nilson, second by Ward, to approve the agenda. Voice vote to approve, all present voting aye, motion carried.
MINUTES
Motion by Liebelt, second by Ekanger, to approve the minutes of the December 22, 2025, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.
OPEN FORUM
Dacotah Prairie Museum Director Patricia Kendall presented updates, events and activities at the museum.

Motion by Ekanger, second by Ward, to approve the following items on the consent calendar:

NEW BUSINESS
RESOLUTION TO ESTABLISH CONSOLIDATED BOARD OF EQUALIZATION PURSUANT TO SDCL 10-11-66 THROUGH 10-11-77
Mayor Schaunaman presented Resolution 26-01-01R. Motion by Ronayne, second by Nilson, to designate Travis Schaunaman as a member and Rob Ronayne as the alternate member of the City Council to serve on the Consolidated Board of Equalization from April to May 2026 and approve Resolution 26-01-01R to establish consolidated board of equalization pursuant to SDCL 10-11-66 through 10-11-77. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF PAY REQUEST #11 IN THE AMOUNT OF $35,949.78 FOR PCN 09GP (10TH AVE SE BRIDGE REPLACEMENT) TO PRAHM CONSTRUCTION INC. OF SLAYTON, MN
City Engineer Nelson presented the pay request. Motion by Liebelt, second by Ward, to approve Pay Request #11 in the amount of $35,949.78 for PCN 09GP (10th Ave SE Bridge Replacement) to Prahm Construction Inc. of Slayton, MN. Roll call vote to approve, with Council Member Ekanger voting no, all others present voting aye, motion carried.
APPROVAL TO AUTHORIZE THE PURCHASE OF A NEW 2024 CATERPILLAR EXCAVATOR FROM BUTLER MACHINERY OF ABERDEEN USING SOURCEWELL CONTRACT # 011723-CAT
City Engineer Nelson presented the purchase request. Motion by Ekanger, second by Johnson, to approve and authorize the purchase of a new 2024 Caterpillar Excavator from Butler Machinery of Aberdeen using SourceWell Contract # 011723-CAT. Roll call vote to approve, all present voting aye, motion carried.

CITY MANAGER’S REPORT
City Manager McNeil discussed a previous meeting and Fire Chief Weig provided a brief on the recent fires.
