NOTICE OF 11/24/25 MEETING MINUTES
City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, November 24, 2025, at 5:30 p.m., regular meeting of the City Council.
CALL TO ORDER
MEETING ROLL CALL
Present at roll call were City Council Members, Erin Fouberg, Rich Ward, Alan Johnson, Talmage Ekanger, Chad Nilson, David Novstrup, and Mayor Travis Schaunaman. Council members Rob Ronayne and Charlotte Liebelt were absent.
City Staff present were Dave McNeil, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Tanner Jondahl, and Jordan McQuillen.
PLEDGE OF ALLEGIANCE
Mayor Schaunaman led the Pledge of Allegiance.
APPROVAL OF AGENDA
Motion by Ward, second by Novstrup, to approve the agenda as modified to correct the minutes of November 17, 2025. Voice vote to approve, all present voting aye, motion carried.
MINUTES
Motion by Nilson, second by Ekanger, to approve the minutes of the November 17, 2025, City Council Meeting, as amended. Voice vote to approve, all present voting aye, motion carried.
OPEN FORUM
Lonnie Anderson appeared in open forum to address the Council regarding concerns with street lighting.

Motion by Ward, second by Ekanger, to approve the following items on the consent calendar:

NEW BUSINESS
APPROVAL OF FIRST READING OF ORDINANCE 25-11-03, A PETITION TO REZONE FROM C-3 TO R-3, PROPERTY AT 119 WASHINGTON ST N.
Community Development Director Hubbart presented the first reading of Ordinance 25-11-03. Motion by Johnson, second by Nilson, to approve the first reading of Ordinance 25-11-03, a Petition to rezone from C-3 to R-3, Property at 119 Washington St N. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF FIRST READING OF ORDINANCE 25-11-04, AN ORDINANCE TO CHANGE THE NAME OF A PORTION OF PUBLIC RIGHT-OF-WAY FROM NICKLAUS DRIVE TO SHORTRIDGE DRIVE
Community Development Director Hubbart presented the first reading of Ordinance 25-11-04. Motion by Johnson, second by Ward, to approve the first reading of Ordinance 25-11-04, an ordinance to change the name of a portion of Public Right-of-Way from Nicklaus Drive to Shortridge Drive. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL TO AUTHORIZE THE PURCHASE OF A NEW 180KVA TRAILER MOUNTED GENERATOR FROM STAN HOUSTON USING SOURCEWELL CONTRACT #020923-MTQ
City Engineer Nelson presented the purchase request. Motion by Nilson, second by Ekanger, to approve and authorize the purchase of a new 180KVA Trailer Mounted Generator from Stan Houston using SourceWell Contract #020923-MTQ. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL TO DECLARE SURPLUS PROPERTY A WHELEN LEGACY EMERGENCY LIGHT BAR AND TO TRANSFER THE PROPERTY TO ABERDEEN RURAL FIRE DEPARTMENT
Police Chief Jondahl presented the surplus property. Motion by Johnson, second by Ward, to approve and declare surplus property a Whelen Legacy emergency light bar and to transfer the property to Aberdeen Rural Fire Department. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF NEGOTIATED LABOR UNION CONTRACT FOR 2026 – 2028
City Attorney Wager presented the union contract. Motion by Ward, second by Nilson, to approve the negotiated labor union contract for 2026 – 2028. Roll call vote to approve, all present voting aye, motion carried.
REVIEW AND APPROVAL OF CLAIMS AND PAYROLL
Motion by Ward, second by Ekanger, to approve payment of the bills listed for November 24, 2025.

CITY MANAGER’S REPORT
City Manager McNeil acknowledged employee milestones, announced promotions within the police department, and briefly recapped a meeting regarding the Washington building. A work session is scheduled for December 8, 2025, at 4:00 p.m. to discuss a water and sewer rate study. Lastly, the tour for the WINS project was postponed and City Engineer Nelson recapped on holiday garbage collection and snow removal reminders.

There being no further business, motion by Nilson, second by Johnson, to adjourn the meeting. Voice vote to adjourn, all present voting aye, motion carried. The meeting adjourned at 6:00 p.m.
