CALL TO ORDER

Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Rich Ward, Alan Johnson, Talmage Ekanger, Chad Nilson, David Novstrup, and Mayor Travis Schaunaman.
City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, Tanner Jondahl, and Jordan McQuillen.

Mayor Schaunaman led the Pledge of Allegiance.

MINUTES
Motion by Ekanger, second by Novstrup, to approve the minutes of the November 24, 2025, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.

OLD BUSINESS
SECOND READING AND FINAL ADOPTION OF ORDINANCE 25-11-03, A PETITION TO REZONE FROM C-3 TO R-3, PROPERTY AT 119 WASHINGTON STREET N
Community Development Director Hubbart presented the second reading of Ordinance 25-11-03. Motion by Ward, second by Johnson, to approve the second reading and final adoption of Ordinance 25-11-03, a petition to rezone from C-3 to R-3, Property at 119 Washington Street N. Roll call vote to approve, all present voting aye, motion carried.
SECOND READING AND FINAL ADOPTION OF ORDINANCE 25-11-04, AN ORDINANCE TO CHANGE THE NAME OF A PORTION OF PUBLIC RIGHT-OF-WAY FROM NICKLAUS DRIVE TO SHORTRIDGE DRIVE
Community Development Director Hubbart presented the second reading of Ordinance 25-11-04. Motion by Johnson, second by Ekanger, to approve the second reading and final adoption of Ordinance 25-11-04, an ordinance to change the name of a portion of Public Right-of-Way from Nicklaus Drive to Shortridge Drive. Roll call vote to approve, all present voting aye, motion carried.
NEW BUSINESS
ANNEXATION OF THE BROWN COUNTY FAIRGROUNDS INTO THE CITY OF ABERDEEN PURSUANT TO THE FAIRGROUNDS ANNEXATION AGREEMENT BETWEEN THE CITY OF ABERDEEN AND BROWN COUNTY
City Attorney Wager presented the proposed annexation. Motion by Ronayne, second by Ward, to approve first reading and passage of Resolution No. 25-12-01R, as amended, for annexation of the Brown County Fairgrounds into the City of Aberdeen and including the additional language incorporating the Fairgrounds Annexation Agreement dated November 12, 2025. Roll call vote to approve, all present voting aye, motion carried.
ANNEXATION OF THE MUNICIPAL WATER TOWER PROPERTY LOCATED AT THE BROWN COUNTY FAIRGROUNDS
Community Development Director Hubbart presented the proposed annexation. Motion by Ward, second by Novstrup, to approve the first reading and passage of Resolution 25-12-02R, for the annexation of the municipal water tower property located at the Brown County Fairgrounds. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF PAY REQUEST #2 FOR WT-2025-1 (WATER TOWER AND TRANSMISSION LINE) IN THE AMOUNT OF $1,234,250.59 TO DAHME CONSTRUCTION INC. OF ABERDEEN, SD FOR SCHEDULE A AND $748,319.75 TO LANDMARK STRUCTURES INC. OF FORT WORTH, TX FOR SCHEDULE B
City Engineer Nelson presented the pay requests. Motion by Johnson, second by Ward, to approve pay Request #2 for WT-2025-1 (Water Tower and Transmission Line) in the amount of $1,234,250.59 to Dahme Construction Inc. of Aberdeen, SD for Schedule A and $748,319.75 to Landmark Structures Inc. of Fort Worth, TX for Schedule B. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL TO AUTHORIZE THE PURCHASE OF A NEW 2026 FORD 1 TON AWD CARGO VAN FROM PIERSON FORD LINCOLN, INC. USING THE PRICE STRUCTURE FROM SD STATE BIDS
City Engineer Nelson presented the purchase request. Motion by Fouberg, second by Ward, to approve and authorize the purchase of a new 2026 Ford 1 Ton AWD Cargo Van from Pierson Ford Lincoln, Inc. using the price structure from SD State Bids. Roll call vote to approve, all present voting aye, motion carried.
APPROVAL OF FIRST READING OF ORDINANCE 25-11-03 SETTING THE SALARIES AND WAGES OF CITY OFFICIALS AND EMPLOYEES FOR THE UPCOMING YEAR
City Manager McNeil presented the first reading of Ordinance 25-11-03. Motion by Ronayne, second by Ward, to approve the first reading of Ordinance 25-11-03 setting the salaries and wages of city officials and employees for the upcoming year. Roll call vote to approve, all present voting aye, motion carried.

CITY MANAGER’S REPORT
Incoming City Manager McNeil informed council of the administrative approval for the community event permit for the Aberdeen Downtown Association’s upcoming event, the Parade of Lights, acknowledged employee milestones, discussed the recent snow removal, and notified of enrollment of text alerts from various city departments. A work session for December 8, 2025, is scheduled for 4:00 p.m. Outgoing City Manager Bobzien was recognized at his final city council meeting.
