CALL TO ORDER

Present at roll call were City Council Members Rob Ronayne, Erin Fouberg via teleconference, Charlotte Liebelt, Rich Ward, Talmage Ekanger, Chad Nilson, David Novstrup, and Mayor Travis Schaunaman. Council member Alan Johnson was absent.
City Staff present were Dave McNeil, Ron Wager, Ken Hubbart, Joel Weig, Rich Krokel, Destin Spellman, Anthony Bisbee, Ann Steele, and Jordan McQuillen.

APPROVAL OF AGENDA
Motion by Nilson, second by Ekanger, to approve the amended agenda with the addition of Transportation Director to deliver a preliminary Aberdeen Regional Airport CIP to the Council with representation from Helm & Associates. Voice vote to approve, all present voting aye, motion carried.
MINUTES
Motion by Ekanger, second by Nilson, to approve the minutes of the April 27, 2026, work session, and the April 27, 2026, minutes of the City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.
OPEN FORUM
Executive Director & Outdoor Media Rep Casey Weismantel presented the Aberdeen Travel and Tourism week from May 3rd through May 9th and the CVB is hosting customer service training on Wednesday, May 6, 2026.

PRELIMINARY ABERDEEN REGIONAL AIRPORT CIP TO THE COUNCIL WITH REPRESENTATION FROM HELM & ASSOCIATES
Transportation Director Krokel along with P.E. Associate Brooke Edgar, a representative from Helms & Associates provided updates to the Aberdeen Regional Airport CIP.
APPROVAL OF INVOICE PAYMENT IN THE AMOUNT OF $638,983.04 TO SOUTH DAKOTA PUBLIC ASSURANCE ALLIANCE (SDPAA)
Risk Manager Steele presented the payment request. Motion by Ward, second by Novstrup, to approve invoice payment in the amount of $638,983.04 to South Dakota Public Assurance Alliance (SDPAA). Roll call vote to approve, all present voting aye, motion carried.

City Manager McNeil highlighted employee milestones, announced the 2027 General Fund Request Application has been posted to the city website on Friday, May 1, 2026, with a deadline of June 1, 2026, and recapped on construction projects.
EXECUTIVE SESSION
Motion by Nilson, second by Ekanger, to go into executive session to discuss legal and contractual matters pursuant to SDCL §1-25-2(3) and (4). Voice vote to approve, all present voting aye, motion carried. The council moved into executive session at 6:11p.m.
Motion by Ward, second by Ekanger, to end executive session and return to open meeting. Voice vote to approve, all present voting aye, motion carried. The council returned to open meeting at 6:29 p.m.
ADJOURNMENT
There being no further business, motion by Novstrup, second by Ward, to adjourn the meeting. Voice vote to adjourn, all present voting aye, motion carried. The meeting adjourned at 6:30 p.m.
