5/5/25 MINUTES

ABERDEEN CITY COUNCIL MEETING

            City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, May 5, 2025, at 5:30 p.m., regular meeting of the City Council.

CALL TO ORDER

MEETING ROLL CALL

            Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Rich Ward, Tiffany Langer, David Novstrup, and Mayor Travis Schaunaman. Council Member Alan Johnson was absent.

City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, and Jordan McQuillen.

PLEDGE OF ALLEGIANCE

Mayor Schaunaman led the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion by Ronayne, second by Ward, to approve the agenda. Voice vote to approve, all present voting aye, motion carried.

MINUTES

Motion by Novstrup, second by Ward, to approve the minutes of the April 28, 2025, City Council Meeting, as modified. Voice vote to approve, all present voting aye, motion carried.

OPEN FORUM

No one appeared in open forum to address the Council.

CONSENT CALENDAR

Motion by Liebelt, second by Ward, to approve the following items on the consent calendar:

JULY 2025 – JUNE 2026 RENEWALS FOR RETAIL ON-OFF SALE MALT BEVERAGE AND SD FARM WINE LICENSE in Aberdeen for the following businesses: 1. Schwan’s Recreation RB-2205, 2. EZ Stop RB-2225, 3. NEW BUSINESS

PUBLIC HEARING AND APPROVAL OF A SPECIAL ONE-DAY RETAIL ON-SALE LIQUOR LICENSE ON MAY 22, 2025, FOR ABERDEEN DOWNTOWN ASSOCIATION’S SPRING WINE WALK

Mayor Schaunaman opened the public hearing for the special one-day alcohol license. Motion by Ward, second by Novstrup, to approve the Special One-Day Retail On-Sale Liquor License on May 22, 2025, for Aberdeen Downtown Association’s Spring Wine Walk. Voice vote to approve, all present voting aye, motion carried.

PUBLIC HEARING AND APPROVAL OF A NEW RETAIL (ON-OFF SALE) WINE AND CIDER LICENSE FOR SKY LLC DBA INTERNATIONAL KITCHEN, 1721 6TH AVE SE

Mayor Schaunaman opened the public hearing for a new wine and cider license. Motion by Liebelt, second by Fouberg, to approve the new Retail (on-off sale) Wine and Cider license for Sky LLC dba International Kitchen, 1721 6th Ave SE. Voice vote to approve, all present voting aye, motion carried.

PUBLIC HEARING AND APPROVAL OF A NEW RETAIL (ON-OFF SALE) WINE AND CIDER LICENSE FOR VERY NECESSARY LLC DBA IRIE VIBES, SIP & PAINT, 10 5TH AVE SW

Mayor Schunaman opened the public hearing for a new wine and cider license. Motion by Ronayne, second by Novstrup, to approve a new Retail (on-off sale) Wine and Cider license for Very Necessary LLC dba Irie Vibes, Sip & Paint, 10 5th Ave SW. Voice vote to approve, all present voting aye, motion carried.

APPROVAL OF FIRST READING OF ORDINANCE NO. 25-05-03 REPEALING THE PARKING BOARD AND EXPANDING THE PURPOSE OF THE DOWNTOWN BUSINESS IMPROVEMENT DISTRICT

City Attorney Wager presented Ordinance No. 25-05-03. Motion by Ronayne, second by Langer, to approve the first reading of Ordinance No. 25-05-03 repealing the Parking Board and expanding the purpose of the Downtown Business Improvement District. Roll call vote to approve, all present voting aye, motion carried.

APPROVAL OF FIRST READING OF ORDINANCE NO. 25-05-04 AMENDING PUBLIC PARKING REGULATIONS

City Attorney Wager and Police Chief McNeil presented Ordinance No. 25-05-04. Motion by Ronayne, second by Ward, to approve the first reading of Ordinance No. 25-05-04 Amending Public Parking Regulations.

Motion by Langer, second by Ronayne, to amend section 52-217(d) of the ordinance to remove the phrase of “more than two days”, thereby allowing appeals to the Council of any denied request in the downtown core area.

Roll call vote to approve the amendment, with Council Members Ward and Fouberg voting no, all others present voting aye, motion carried.

Roll call vote to approve first reading of Ordinance 25-05-04, as amended, all present voting aye, motion carried.

REVIEW AND APPROVAL OF CLAIMS AND PAYROLL

Motion by Liebelt, second by Novstrup, to approve payment of the bills listed for May 5, 2025.

CITY MANAGER’S REPORT

City Manager Bobzien discussed FEMA’s need to remap flood plains in Aberdeen.

EXECUTIVE SESSION

Motion by Ronayne, second by Ward, to move into executive session at 6:21 p.m. to consult with legal counsel about contractual matters, pursuant to SDCL 1-25-2(3). Voice Vote to approve, all present voting aye, motion carried.

Motion by Ronayne, second by Fouberg, to move out of executive session at 6:40 p.m. Voice vote to approve, all present voting aye, motion carried.
