NOTICE OF 9/22/25 MINUTES

ABERDEEN CITY COUNCIL MEETING

City Council Chambers, 123 South Lincoln Street, Municipal Building, Aberdeen, South Dakota, September 22, 2025, at 5:30 p.m., regular meeting of the City Council.

CALL TO ORDER

MEETING ROLL CALL

Present at roll call were City Council Members Rob Ronayne, Erin Fouberg, Charlotte Liebelt, Rich Ward, Alan Johnson, Talmage Ekanger, Chad Nilson, David Novstrup, and Mayor Travis Schaunaman.

City Staff present were Robin Bobzien, Ron Wager, Stuart Nelson, Ken Hubbart, Joel Weig, Dave McNeil, Amber Schwab, and Jordan McQuillen.

PLEDGE OF ALLEGIANCE

Mayor Schaunaman led the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion by Johnson, second by Liebelt, to approve the amended agenda with the following additions to the consent calendar: item 5G. Set public hearing date on October 6, 2025, at 5:30 p.m. for Ordinance 25-10-03, regarding an amendment to the Zoning Ordinance, item 5H. Set public hearing date on October 6, 2025, at 5:30 p.m. for a Special One Day Retail On-Sale Beer License for the Aberdeen Downtown Association for the 2025 Brew Walk on October 9, 2025, and item 5I. Set public hearing date on October 6, 2025, at 5:30 p.m. for a Special One Day On-Sale Beer, Wine and Cider License for The Aberdeen Store dba The Market on the Plaza, Malt Beverage License No. RB-27585 and Retail Wine License No. RW-30427, for an event at Refuge Retreats on October 18, 2025. Voice vote to approve, all present voting aye, motion carried.

MINUTES

Motion by Ekanger, second by Ward, to approve the minutes of the September 15, 2025, City Council Meeting, as circulated. Voice vote to approve, all present voting aye, motion carried.

OPEN FORUM

Brent Fischer, John Eichinger, Stewart Vircks, Chris Larue, Dawn Shepherd, and Bill Cantalope appeared before council to discuss the position on the proposed Main Street project.

CONSENT CALENDAR

Motion by Novstrup, second by Nilson, to approve the following items on the consent calendar:

OLD BUSINESS

SECOND READING AND FINAL ADOPTION OF ORDINANCE NO. 25-09-01 – 2026 APPROPRIATIONS ORDINANCE

Finance Officer McQuillen presented the second reading of Ordinance No. 25-09-01 Motion by Ward, second by Novstrup, to approve the  second reading and final adoption of Ordinance No. 25-09-01 – 2026 Appropriations Ordinance. Roll call vote to approve, all present voting aye, motion carried.

NEW BUSINESS

FIRST READING AND PASSAGE OF RESOLUTION NO. 25-09-01R TO APPROVE THE 2026-2030 CAPITAL IMPROVEMENT PLAN BUT RESERVE THE TWO-WAY MAIN STREET QUESTION FOR A SEPARATE RESOLUTION

City Manager Bobzien, City Engineer Nelson, Mayor Schaunaman presented the first reading of Resolution No. 25-09-01R. Motion by Ronayne, second by Ward, to approve the first reading and passage of Resolution No. 25-09-01R to approve the 2026-2030 Capital Improvement Plan but reserve the two-way main street question for a separate resolution. Roll call vote to approve, all present voting aye, motion carried.

DISCUSSION OF OPTIONS FOR MAIN STREET AND POSSIBLE FIRST READING AND PASSAGE OF RESOLUTION NO. 25-09-02R AMENDING THE 2026-2030 CAPITAL IMPROVEMENT PLAN REGARDING THE TWO-WAY MAIN STREET

City Attorney Wager discussed the need to approve Resolution No. 25-09-02R to complete the Council’s Charter obligations to approve the 2026-2030 Capital Improvement Plan. Wager advised the Council first decide whether to configure Main Street for two-way traffic and, if so, to determine the lane configuration, and then to move on to first reading and approval of Resolution No. 25-09-02R.

Motion by Ward and second by Novstrup to configure Main Street from Railroad Avenue south to Sixth Avenue for two-way traffic. After discussion and comments from each member of the Council the Mayor called the vote. Roll call vote to approve with Council Members Ronayne, Liebelt, Johnson, and Ekanger voting no, all others present voting aye, motion carried.

Following the vote to configure Main Street for two-way traffic, motion by Novstrup and second by Fouberg to configure Main Street for two-way traffic by utilizing two lanes as described in layout Option 1. Roll call vote to approve with Council Members Ronayne, Liebelt, and Johnson voting no, all others present voting aye, motion carried.

Motion by Novstrup and second by Ward to approve first reading of Resolution No. 25-09-02R by accepting Option 1 and rejecting the other two options described therein and striking $500,000 for Two-Way Main Street and replacing it with $200,000, adding a new line item under that called  “Undesignated” and appropriate $300,000, and striking “REGARDING” in the Title and replace with “AND APPROPRIATING $200,000 FOR”. Wager presented first reading of the Resolution showing the changes set forth in the motion. Roll call vote to approve Resolution No. 25-09-02R with Council Members Ronayne, Liebelt, and Johnson voting no, all others present voting aye, motion carried.

FIRST READING OF ORDINANCE NO. 25-09-02 AMENDING HOME DAY CARE REGULATIONS

City Attorney Wager presented the first reading of Ordinance No. 25-09-02. Motion by Liebelt, second by Johnson, to approve the first reading of Ordinance No. 25-09-02 amending Home Day Care regulations. Roll call vote to approve, all present voting aye, motion carried.

APPROVAL TO ACCEPT ALL BIDS FOR 2025-2026 SNOW REMOVAL SERVICES AND TO RENT EQUIPMENT AS NEEDED IN ORDER OF PRICE AND CITY MANAGER TO SIGN THE NECESSARY DOCUMENTS AFTER APPROVAL BY THE CITY ATTORNEY

City Engineer Nelson presented the snow removal bids. Motion by Johnson, second by Nilson, to approve and accept all bids for 2025-2026 Snow Removal Services and to rent equipment as needed in order of price and City Manager to sign the necessary documents after approval by the City Attorney. Roll call vote to approve, all present voting aye, motion carried.

APPROVAL AND AUTHORIZATION OF CITY MANAGER TO SIGN CHANGE ORDER NUMBER ONE FOR THE ABERDEEN WATER TOWER & TRANSMISSION LINE PROJECT IN THE AMOUNT OF -$520,000.00, PENDING CONCURRENCE FROM SDDANR & EDA

City Engineer Nelson presented the change order for the water tower project. Motion by Ronayne, second by Novstrup, to approve and authorize City Manager to sign Change Order number one for the Aberdeen Water Tower & Transmission Line project in the amount of -$520,000.00, pending concurrence from SDDANR & EDA. Roll call vote to approve, all present voting aye, motion carried.

APPROVAL OF PAY REQUEST #1 IN THE AMOUNT OF $82,531.87 FOR CONC-2025-4 (STREET MAINTENANCE CONCRETE REPAIR 2) TO CWF MASONRY & CONSTRUCTION OF ABERDEEN, SD

City Engineer Nelson presented the pay request. Motion by Johnson, second by Ward, to approve Pay Request #1 in the amount of $82,531.87 for Conc-2025-4 (Street Maintenance Concrete Repair 2) to CWF Masonry & Construction of Aberdeen, SD. Roll call vote to approve, all present voting aye, motion carried.

REVIEW AND APPROVAL OF CLAIMS AND PAYROLL

Motion by Liebelt, second by Ward, to approve payment of the bills listed for September 22, 2025.
