CITY OF ABERDEEN

RESOLUTION NO. 25-09-03R
RESOLUTION TO APPROVE THE ALLOCATION OF PROMOTION FUND DOLLARS TO VARIOUS COMMUNITY ORGANIZATIONS IN 2026

WHEREAS, South Dakota Codified Law 10-52A-2 allows municipalities to impose an additional municipal non-ad valorem tax at the rate of one percent upon the gross receipts of all leases or rentals of hotel, motel, campsites, or other lodging accommodations within the municipality for periods of less than twenty-eight consecutive days, or sales of alcoholic beverages, or establishments where the public is invited to eat, dine, or purchase and carry out prepared food for immediate consumption, or ticket sales or admissions to places of amusement, athletic, and cultural events, or any combination thereof; and
WHEREAS, The tax shall be levied for the purpose of land acquisition, architectural fees, construction costs, payments for civic center, auditorium, or athletic facility buildings, including the maintenance, staffing, and operations of such facilities and the promotion and advertising of the city, its facilities, attractions, and activities; and
WHEREAS, City of Aberdeen Ordinance 25-09-01 “2026 Appropriations Ordinance” provides for $1,450,000 in budgetary authority for activities related to the purpose of land acquisition, architectural fees, construction costs, payments for civic center, auditorium, or athletic facility buildings, including the maintenance, staffing, and operations of such facilities and the promotion and advertising of the city, its facilities, attractions, and activities hereinafter described as “Promotion Funds”;
WHEREAS, The City Council previously adopted Resolution No. 25-02-03R establishing the Promotion Fund Financial Administration Policy, which provides guidelines for budgeting, allocation, reserve balances, financial review and audit requirements, and disbursement of Promotion Fund awards, thereby ensuring accountability, transparency, and fiscal responsibility in the administration of Promotion Funds
NOW, THEREFORE, BE IT RESOLVED by the Aberdeen City Council that the following Promotion Fund allocations are hereby approved for the fiscal year 2026:

Aberdeen Area Arts Council $28,000
Aberdeen Community Concert Assoc. $2,500
Aberdeen Community Theatre $30,000
Aberdeen Area Convention & Visitors Bureau $520,000
Aberdeen Downtown Association $110,000
Aberdeen Family YMCA $100,000
Aberdeen Gymnastics Association $7,000
Aberdeen Swim Club $10,000
Boys & Girls Club of Aberdeen $25,000
Chamber of Commerce City Marketing $125,000
Dacotah Prairie Museum $12,000
NSU – Educational Impact $185,000
Municipal Allocation (Per Res. 25-02-03R) $145,000
Aberdeen Area BMX $15,500
Aberdeen Smitty’s $50,000
Aberdeen Hockey $20,000
Aberdeen Aqua Addicts $10,000

BE IT FURTHER RESOLVED, that the City Manager and Finance Officer are authorized to initiate disbursement to recipients contingent upon the availability of Promotion Fund receipts in 2026 and after the submission of an annual or biennial audited financial statements performed by a certified independent audit firm for organizations receiving an allocation of $250,000.00 or more, or after the submission of proof of annual financial review for organizations receiving an allocation of $125,000 to $249,99.99.
