City of Aberdeen – Ordinance No. 24-09-02 Annual Appropriation Funds 2nd Reading


CITY OF ABERDEEN

ORDINANCE NO. 24-09-02

AN ORDINANCE SUPPLEMENTING THE ANNUAL APPROPRIATION

AS MADE FOR THE YEAR 2024 TO APPROPRIATE FUNDS

FOR VARIOUS UNANTICIPATED PROJECTS AND ACTIVITIES

            WHEREAS, there are insufficient appropriated funds in the General Fund; for City Council Professional Services amounting to $15,000; City Attorney for outside legal services amounting to $20,000; Finance office for professional services amounting to $15,000; Human Resources for professional services amounting to $47,000 and insurance amounting to $12,000; Police for insurance amounting to $34,500 and vehicles amounting to $51,000; Fire for insurance amounting to $68,000; Street for insurance amounting to $8,100; Traffic Control for insurance amounting to $5,300; Solid Waste for insurance amounting to $14,000; Library for insurance amounting to $4,800; Economic Development for grant-supported education and training amounting to $55,000; and Transfer Out to Parks, Recreation and Forestry Fund amounting to $1,803,300, Transfer Out to Utility Storm Fund for $13,000, to be made from said funds; and

WHEREAS, there are insufficient appropriated funds in the Parks, Recreation, and Forestry Fund for Cemetery for insurance amounting to $1,500; Parks for insurance amounting to $20,800; Wylie Park for insurance amounting to $10,400; Forestry for insurance amounting to $9,600; PC Complex for facility purchases amounting to $1,761,000, to be made from said funds; and

WHEREAS, there are insufficient appropriated funds in the Parks, Recreation, and Forestry Gift Fund for transfer out to Parks, Recreation and Forestry Capital Projects Fund amounting to $25,000, to be made from said fund; and

WHEREAS, there are insufficient appropriated funds in the Airport Fund for transfer out to General Fund amounting to $1,000,000, to be made from said fund; and

WHEREAS, there are insufficient appropriated funds in the Parking Fund for parking administration amounting to $1,500 to be made from said fund; and

WHEREAS, there are insufficient appropriated funds in the Utility Storm Fund for insurance amounting to $13,000 to be made from said fund; and

WHEREAS, there are in the following funds monies that are unappropriated and unexpended: $2,172,900 in the General Fund; $1,803,300 in the Parks, Recreation, & Forestry Fund; $25,000 in the Park, Recreation & Forestry Gift Fund; $1,000,000 in the Airport Fund; $1,500 in the Parking Fund; $13,000 in the Utility Storm Fund; and that such monies can be used for said purposes.

            NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF ABERDEEN AS FOLLOWS:

Section 1.      Appropriation.  There is hereby appropriated from the unappropriated and unexpended balance in the following funds: $2,172,900 in the General Fund; $1,801,800 in the Parks, Recreation, & Forestry Fund; $25,000 in the Parks, Recreation & Forestry Gift Fund; $1,000,000 in the Airport Fund; $1,500 in the Parking Fund; $13,000 in the Storm Water Utility Fund, for the aforesaid purposes.

 

Section 2.      Interfund Transfers.  The Finance Officer is hereby authorized to make such amounts available for the purposes above and to carry out the interfund transfers set forth in Section 1.
