NOTICE OF 8/13/25 CITY COUNCIL MEETING MINUTES

 

The Frankfort City Council met in regular session on August 13, 2025 at 7pm at the Frankfort Community Center with Mayor Tony Whitley presiding.  Members present were Robin Harty, Greg Ratushny, Joe Hurst, Cheryl Bollinger, Art Zietlow, and FO Chris Disbrow

 

Minutes of the July 8, 2025 meeting were read and approved. Motion Joe seconded Art

Old Business:

  • Governors House Update- House is up for sale, Loan repayments have begun as of 6-1-25
  • Treasury/Covid Funds- Reporting was re-opened and a report was completed for 2024. We are waiting for a response to see if the information that was reported will be accepted.
  • SD Town & Townships Audit- We are currently looking for a CPA to complete an audit
  • Frankfort will be trading in the city mower to get a new mower from RDO.
  • Mosquito Spraying- The sprayer is leaking and needs to be fixed. It will go to Wilbur Ellis for repairs. Motion Greg second Art Motion Carried
  • Frankfort will also start paying for spraying. The council has agreed to pay $20 per hour to spray. Motion Cheryl seconded Greg Motion Carried

New Business:

  • Frankfort was asked to remove the city owned sickle mower from Russel Bau’s property. The skid steer will be used to move it.
  • The council voted to adopt the Aberdeen Insider as the new publication source for Frankfort and to start a subscription. Motion Joe seconded Cheryl Motion Carried
  • There have been problems with the computer that’s used for billing and record keeping. The decision was made to replace it. Motion Robin seconded Greg Motion Carried
  • The council decided that it’s better to look for another pick-up rather than keep repairing the current one. We are going to look around and see what is available in the area.
  • Selling 605 Maple St. to Dennis Clemens was discussed. We are going to prepare a fee schedule for selling property that includes closing costs and filing fees. We will revisit selling the property once there is a fee schedule in place.
  • Ordinance 3-2025 Budget for 2026 was adopted. Motion Cheryl seconded Robin Motion Carried
  • It has been brought to my attention that there are a few people in town that are complaining about the ordinances that have been passed over the last few years. We strongly encourage anyone that has an issue with ordinances to stop by the office to discuss further.
  • Delinquent Sewer/Garbage- See Handout
