NOTICE OF 9/17/25 MEETING MINUTES

The Frankfort City Council met in regular session on September 17, 2025 at 7pm at the Frankfort Community Center with Mayor Tony Whitley presiding. Members present were Cheryl Bollinger, Greg Ratushny, Robin Harty, Joe Hurst, Art Zietlow, and FO Chris Disbrow

Minutes of the August 13, 2025 meeting were read and approved. Motion Greg seconded Cheryl

Old Business:
• Governors House Update- House is up for sale, Loan repayments have begun as of 6-1-25. We are going to pursue a contract for deed option with an interested buyer if they qualify. Motion Cheryl seconded Greg Motion Carried
• Treasury/Covid Funds Update- No update at this time
• SD Town & Townships Audit- After having difficulty finding someone to complete the audit, I reached out and asked if the control review that was completed in 2023 would be acceptable. I was informed that they would accept the control review results along with the other requested documents.
• Mosquito Spraying- Tom Farmen was hired to begin spraying on a weekly basis to get through the rest of this summer. Korey Lambert will be hired to spray for Frankfort going forward. Motion Robin seconded Art Motion Carried.
• Old City Pickup- Pickup was not starting and the AC was not working. We found a used truck at Redfield Ford for $4500 and purchased that as a replacement.
New Business:
• Ordinance 3-2025 Budget for 2026 2nd Reading. Motion Robin seconded Cheryl Motion Carried
• Fees Ordinance 1st Reading
• An ordinance for mobile homes was discussed and will be prepared for October’s meeting.
• Delinquent Sewer/Garbage- See Handout
