AUGUST 5, 2026 MINUTES
Frederick’s town board meeting was held Wednesday, August 5 in the Frederick Community Center beginning at 7:00 PM. Attending the meeting were Chairman Scott Campbell, Board members Troy Millard and Marty Morlock, Finance Officer Jennifer Morlock and Assistant Finance Officer Mariah Heine, and Utility Manager David Losure.
Chairman Campbell opened the meeting and led in the Pledge of Allegiance.
The minutes of the July meeting were read and approved with a motion by Millard/Morlock; motion carried. The financial statements were reviewed and accepted with a motion by Millard/Campbell; motion carried. The August accounts payable were approved with a motion by Millard/Morlock; motion carried.

OLD BUSINESS
Losure provided a utility report. The board reviewed the Brown County Sheriff’s Report. The board is discussed nuisance properties, notices sent, and abatements. Motion to approve oral bid of $27,000 once received in writing for boring under Maple River to expand water service made by Millard/Campbell; motion carried. The variance request from Dustin Usselman at McKay Lot B NW 11-127-64 has been tabled to be discussed after further clean-up of the property. WEB Water is increasing their rates again and the board is discussing what the increase needs to look like to keep the Water Fund viable for the City. They are considering increasing the minimum fee to $35 per month and a usage fee of $7.50 per thousand gallons after the first 1,000 gallons.
NEW BUSINESS
The board had a preliminary discussion about the budget for 2027. There was a discussion about maintenance of Simmons Park including getting water service to the bathrooms again as well as reinforcing the picnic shelter.
The next regular meeting will be Tuesday, September 8 at 7PM.
