NOTICE OF FEBRUARY 4, 2026 MINUTES
Frederick’s town board meeting was held Wednesday, February 4, 2026 in the Frederick Community Center beginning at 7:00 PM. Attending the meeting were Chairman Scott Campbell, Board members Troy Millard and Marty Morlock, Finance Officer Jennifer Morlock, Assistant Finance Officer Mariah Heine and Utility Manager David Losure. Also attending the meeting were Brown County Sheriff Dave Lunzman, Kevin Barton, and Chris Sumption.
Chairman Campbell opened the meeting and led in the Pledge of Allegiance.
The minutes of the January meeting was read and approved with a motion by Millard/Morlock; motion carried. The financial statements were reviewed and accepted with a motion by Millard/Morlock; motion carried. The February accounts payable were approved with a motion by Millard/Campbell; motion carried.

OLD BUSINESS
Losure provided a utility report. The board reviewed the Brown County Sheriff’s Report. Lunzman discussed the city’s contract with the board to ensure satisfaction and asked if there was any adjustments needed. The board expressed that they are very pleased with the current contract. There was some discussion about increased presence as the traffic has increased with the local data center construction.
NEW BUSINESS
The board noted a possible permit coming from SD-DOT for a gravel pile along the highway. There is a board vacancy open for a 3-year term. Petitions are to be returned by 5:00PM on February 27, 2026. There have been instances where mailboxes have been damaged during snow removal. Our policy follows state statutes whereas the state will not replace property damaged during snow removal unless you can prove negligence beyond the scope of their duties. Motion to pay out the previously returned 2022 storm cleanup payment to Gary Sumption in the amount of $5,090 made by Millard/Campbell; motion carried. The board had been approached by the school FFA director about leasing the city shop for projects. Motion to deny consideration of leasing the city shop to the FFA class due to liability concerns made by Millard/Morlock; motion carried. Chris Sumption discussed future development plans for a C-store at the top of the hill by the gas station and asked about city water and sewer availability.
The next regular meeting will be Wednesday, March 4, 2026 at 7PM.
