JUNE 2026 MINUTES
Frederick’s town board meeting was held Wednesday, June 3, 2026 in the Frederick Community Center beginning at 7:00 PM. Attending the meeting were Chairman Scott Campbell, Board members Troy Millard and Marty Morlock, and Finance Officer Jennifer Morlock and Assistant Finance Officer Mariah Heine. Also attending the meeting were Joel and Stephanie Sumption, Rich Achen, Don Nickelson, and Brock Pashen. Joining throughout the meeting was Jeff & Tonya Zinter, Dustin Usselman, and Ray Bower.
Chairman Campbell opened the meeting and led in the Pledge of Allegiance.
The minutes of the May meeting were read and approved with a motion by Millard/Morlock; motion carried. The financial statements were reviewed and accepted with a motion by Millard/Morlock; motion carried. The June accounts payable were approved with a motion by Millard/Campbell; motion carried.

OLD BUSINESS
Campbell provided a utility report. The board reviewed the Brown County Sheriff’s Report. The board discussed nuisance properties and expanding water service to the West side of Maple River. Motion to pass Resolution #2026-01 on special assessment roll for nuisance abatement made by Morlock/Millard; motion carried. The board discussed adding some gravel between the jail and community center as it is getting washed away and onto railroad avenue with the rains.
NEW BUSINESS
Joel & Stephanie Sumption asked about steps that would need to be taken if they choose to go ahead with a building project in town. A couple trailer houses were brought into the city this week and parked along railroad avenue. The board had asked the persons responsible to be present at the meeting to address questions. Dustin Usselman and his father David had approached the board earlier this year about bringing some trailers into town. They were given loose approval to move forward with the project based on their promise to clean up the lot and seeing a video of the trailers that is now known did not show the full picture. The board addressed Usselman asking his intentions to clean up the lot and ask that at minimum it must be cleaned up before a variance will be granted. If a variance application is received, the public will have an opportunity to offer input during the variance hearing at the next town board meeting. In answering questions from the board and other citizens, Usselman expressed intentions to clean the lot, add cement pads and place the trailers as well as clean up the outside of the trailers cosmetically for better visual appeal. He said the plan will be to rent all of the spaces to one company that typically has single workers occupying each room and causing no disturbances to the community due to long working hours. He expressed intentions to improve the visual appeal of the trailers. The board discussed and agreed to bring in gravel for 1st Street. Motion to accept contract from Maguire Iron to repair water tanks made by Millard/Campbell; motion carried. Motion to approve the second reading of Ordinance 2026-02 to revise meter pit requirements for water meters made by Morlock/Millard, roll call vote had ayes by all; motion carried. Motion to approve second reading of revised zoning Ordinance 2026-01 to update the definition of mobile home parks made by Millard/Campbell, roll call vote had ayes by all; motion carried. There was discussion about mosquito spraying for the summer and cleaning up some trees that appear to be dangerous.
The next regular meeting will be Monday, July 6, 2026 at 7PM.
