Advertisement for Bids
Sealed bids for the construction of the Hecla Sanitary Sewer Phase 1 for the City of Hecla, will be received until 9:00 AM local time on Wednesday, March 05, 2025, at which time they will be publicly opened and read aloud at the Hecla Community Center with an address of 206 Main Street, Hecla, SD, 57446. Bids shall be submitted online via the Quest CDN vBid platform or in-person or by mail to the City of Hecla at an address of 206 Main Street, PO BOX 188, Hecla, SD, 57446. All bids shall be prepared according to Section 00 21 13 – Instructions to Bidders contained within the Project Manual.
DESCRIPTION OF WORK: The Work shall be completed under one Contract and consists of all labor, skill and materials required to properly construct the Project. The Project generally consists of the following primary components:
Contract No. 1 General Construction, and associated work as shown on the plans. The Work for Contract No 1. is generally described below.
Work generally consists of construction associated with the furnishing and installation of Topsoil Stripping, Surfacing Removals, Surfacing Placement, Excavation, Sanitary Sewer Installation, Cured-In-Place-Pipe Installation, Sanitary Sewer Televising, Sanitary Sewer Cleaning, Lift Station Improvements, and other miscellaneous items.
BIDDING REQUIREMENTS: Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. Each Bid shall be accompanied by a certified check or bank draft or a Bidder’s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of South Dakota, payable to the City of Hecla, in a sum equal to five percent (5%) of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principal’s Bond and a contractor’s Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. The checks of unsuccessful bidders will be returned within thirty (30) days after the bids have been opened. Only Bids that are accompanied by such a Bond will be considered.
Bidders on this Work will be required to comply with the President’s Executive Order Nos. 11246 (Equal Employment) as amended. Bidders shall also comply with Executive Orders 11625, 11518, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act (“EPA’s 8% statute”); Public Law101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) (“EPA’s 10% statute”). The requirements for Bidders and Contractors under these orders are explained in the specifications. Bidders are advised to review the Workforce Participation Goals for Minorities and female participation in each trade, as well as, the fair share objective for MBE’s and WBE’s. Bidders on this Work will be required to comply with Public Law 115-232 Prohibition of Certain Communication Technologies.
Davis-Bacon and related acts provisions apply to this project. All provisions relative to those acts must be met.
The low responsive bidder will be required to certify compliance with the American Iron and Steel provision of the Consolidated Appropriation Act of 2014. This Certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposals.
Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provision does not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted.
All Bidders shall have a valid South Dakota Contractor’s license of the appropriate Class for the work, as required by ARSD 20:53:06 or SDCL 36-25. Bidders shall enclose a copy of their license or Certificate of Renewal in the same envelope as the Bidders Bond. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened.
The Contractor shall be able to demonstrate that they have successfully completed municipal utility work of a similar nature and scope as that required for the project.

OWNER’S RIGHTS RESERVED: All Bids will be made on the basis unit price as indicated in the Bid Form. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. No Bidder may withdraw their bid for a period of thirty (30) days after the date of Bid opening.
The Work shall be substantially completed by 10/21/2026 and shall be completed and ready for final payment on or before 11/04/2026.
