UNAPPROVED MINUTES
August 18, 2025

The City Council met in regular session via teleconference and at City Hall on Monday, August 18, 2025 at 7:00 p.m.
MEMBERS PRESENT: Mayor Frank Schwartz, Joe Morrissette, Keith Gall, Matthew Weller, Jessi Lewis, and Brent Derscheid
STAFF PRESENT: Adam L. Hansen and City Attorney Kristen Kochekian
STAFF ABSENT: Dana Lewis, Amy Akin, Mike Siebrecht
VISITORS: Andy Rindelaub, Justin Binger, Dave Albrecht @ 7:05 p.m.
CALL TO ORDER: Mayor Schwartz called the meeting to order at 7:00 p.m.
ADOPT AGENDA: Motion by Weller, seconded by Derscheid to adopt the agenda as presented. Motion carried.
MINUTES: Motion by Derscheid, seconded by J. Lewis to approve the August 4, 2025 minutes with correction to Mayor Schwartz on page 2 and the August 8, 2025 special meeting minutes. Motion carried.
CONSENT CALENDAR:

VISITORS/PUBLIC TIME:
Justin Binger – Binger discussed buying a property in the City. He discussed the property is partially in City limits and partially in Redfield Township. He asked the City of Redfield to de-annex the property.
PUBLIC HEARINGS:
Variance Hearing #03-2025 214 4th Ave. E. (Schwartz) – Mayor Schwartz opened the public hearing at 7:15 p.m. for a variance request as to 214 4th Ave. E. (Schwartz). The zoning board’s recommendation was to allow the requested variance. The Council found that the variance application was in compliance with Redfield Municipal Ordinance 17.12.110 and further, the applicant met the requirements for granting of a variance as set forth therein. The hearing was declared closed at 7:16 p.m. Motion by Morrissette, seconded by Weller to approve the variance. Motion carried.
OLD BUSINESS:
Notice of Code Enforcement Activities – Rindelaub’s report was presented to the council for their review. Various properties were discussed.
NEW BUSINESS:
Annual Membership & Advertising 2026 State Glacial Lakes & Prairies – Motion by Weller, seconded by Derscheid to approve the membership and advertising. Motion carried.

Provider Agreement – Motion by Morrissette, seconded by Derscheid to approve the agreement. Motion carried.
Fire Dept. Sprinkler System – Motion by Weller, seconded by Derscheid to proceed with the project. Motion carried.
Hire 2025 Summer Help – Motion by J. Lewis, seconded by Gall to hire the following 2025 Summer Employees: Kylie Hermann, Kinley Smith, Nolan Gall, Tatum Zens, Rylen Frericks, and Katryn Evans, all Class 10 Scorekeepers @ $13.00/hour, Class 11 Plate Umpires @ $30.00/game and Class 12 Field Umpires @ $20.00/game. Motion carried.
Maternity Leave Request – Motion by J. Lewis, seconded by Derscheid to approve the leave request. Motion carried.

ORDINANCES AND RESOLUTIONS:
Hansen gave the Second Reading of Ordinance No. 03-2025 (Landfill).
ORDINANCE NO. 03-2025
AN ORDINANCE AMENDING SECTION 8.12.100 A, B & C
BE IT ORDAINED BY THE MUNICIPALITY OF REDFIELD, SPINK COUNTY, SOUTH DAKOTA,
That Section 8.12.100, Administration and user fee, of the Redfield Municipal Code is hereby amended to read as follows:
The following rates are established for each housing unit and commercial business within the city for administrative costs and use of the city rubble site:
- Each unit of residential housing within the city shall pay to the city, monthly, with their water and sewer charge, the sum of ten dollars and fifty cents per month.
- Each commercial business within the city shall pay to the city, monthly, with their water and sewer charge, the sum of twelve dollars per month. Each commercial business outside the city shall pay, to the city or its licensed private garbage or rubbish collector, the sum of fifteen dollars per month.
- Each unit of residential housing outside the city shall pay, to the city or its licensed private garbage or rubbish collector, the sum of twelve dollars and fifty cents per month.
Be it further ordained:
The effective date of the amended ordinance 8.12.100 shall be October 01, 2025.
BE IT FURTHER ORDAINED that the remainder of Title 8 – Health and Safety; the remainder of Section 8.12.100; as well as the remainder of Chapter 8.12 – Garbage, of the City of Redfield Municipal Code shall remain unchanged and in full force and effect.

Hansen gave the First Reading of Ordinance No. 04-2025 (Personnel Policy). Motion by J. Lewis, seconded by Morrissette to pass the First Reading of Ordinance No. 04-2025. Motion carried on a roll call vote with all members voting “Yes.”
INFORMATION AND DISCUSSION ITEMS:
2026 Budget – Hansen discussed the upcoming budget process.
Pheasant Fest February 20-22, 2026 in Minneapolis, MN – Hansen informed the Council of the upcoming event.
Welcome Bags – Hansen explained the bags that will be distributed to new residents.
COUNCIL MEMBER REPORTS:
- Lewis gave a street, water, and sewer department update.

Motion by J. Lewis, seconded by Weller to pay the above claims in addition to Pests B Dead LLC $200.00 for gopher control, Epic Sports $79.74 for RBL & RSL medals, Midcontinent Communications $42.05 for phone services, South Dakota Magazine $465.00 for ad, Dollar General $48.45 for summer reading prizes, Clausen Sanitation $14,229.00 for garbage collection and amending Northern Con-Agg, Inc. -$238.17. Motion carried on a roll call vote with all members voting “Yes.”
