WATER RESOURCE ENHANCEMENT OR RESTORATION PROJECT
10-DAY PUBLIC NOTICE
The South Dakota Department of Agriculture and Natural Resources (DANR) has received an application for a Water Resource Enhancement or Restoration Project approval, pursuant to Administrative Rules of South Dakota 74:51:01:60. Multiple shoreline property owners on Richmond Lake are proposing projects to remove accumulated sediment from various shorelines and bays in Richmond Lake. The lake is currently drawn down to accommodate structural repairs and work to the dam. This has exposed the sediment and is providing an opportunity for removal. While water levels are low, the property owners propose to dredge and remove sediment, using standard equipment, and haul the sediment to an off-site location for disposal. The projects aim to remove accumulated sediment and silt from shorelines and bays to restore water depth for navigation, improve access to the lake, and enhance aesthetics and recreation. Appropriate erosion and sediment controls will be implemented to reduce water quality impacts to Richmond Lake. The projects may begin as early as July 2026 and should be completed by the end of winter or before lake levels are restored. The projects are located in Sections 19 & 30, Township 124 North, Range 64 West; Sections 13, 14, 15, 22, 23, 24, & 25, Township 124 North, Range 65, West; Brown County, South Dakota.
Written comments regarding this proposed project must be received by the department on or before July 19, 2026. If no objections are received within the specified 10-day period, the Secretary will issue project approval on or after July 20, 2026.
