Regular Board of Education Meeting

March 10, 2025

 

A regular meeting of the Frederick Area Board of Education was called to order on March 10, 2025, at 7:30 p.m. by President Rich Schlosser. Members present were Rich Achen, Jon Ellwein, Alex Hart, and Eric Sumption. Also present were Superintendent/9-12 Principal/Athletic Director Jeff Kosters, PreK-8 Principal Jessica Ringgenberg and Business Manager Shauna Severson. Guests present: David Clark.

 

The meeting began with all present reciting the Pledge of Allegiance.

 

No public comment.

 

2025-083 Motion by Achen, second by Ellwein to amend the agenda to include action item e. Approve Open Enrollments 2526-1 and 2526-2. All voted Aye. Motion carried.

 

No conflict of interest disclosures.

 

2025-084 Motion by Ellwein, second by Hart to approve the following consent agenda items. All voted Aye. Motion carried.

The following reports were presented:

Administration: Jeff Kosters: Superintendent/9-12 Principal/Athletic Director; Jessica Ringgenberg: K-8 Principal; Shauna Severson: Business Manager; Achen: Building Committee.

There will not be an election for the board member position since the vacancy was filled with no opposition. There was one valid petition submitted for the three (3) year term. Unopposed candidate was Alex Hart. He will serve a three (3) year term beginning in July 2025.

Hart/Achen reported that they have met with WS Construction and Huff Construction regarding the building project. Next step is interviewing both entities for Construction Manager at Risk.

2025-085 Motion by Sumption, second by Hart to approve seniors to purchase their laptop post-graduation for $50.00. All voted Aye. Motion carried.

A Staff Handbook was presented to the board with anticipation of approval at the April regular meeting.

2025-086 Motion by Hart, second by Ellwein to open 2025-2026 Negotiations. All voted Aye. Motion carried.

2025-087 Motion by Sumption, second by Achen to transfer $8,548.03 from custodial to general fund per FY24 audit for concessions. All voted Aye. Motion carried.

2025-088 Motion by Sumption, second by Ellwein to accept resignations from: Crystal Arthurs – FACS/Art, Jen Little – 3rd Grade, Amanda Wolbeck – Library. All voted Aye. Motion carried.

2025-089 Motion by Hart, second by Achen to approve Policies; GCC-Professional Staff Recruiting, IGCB-Distance Learning, JECB-Open Enrollment, JHCDC-Diabetes Health Care and JO with Exhibit 1-Student Records. All voted Aye. Motion carried.

2025-090 Motion by Sumption, second by Achen to approve Open Enrollments 2526-1 and 2526-2. All voted Aye. Motion carried.

The board would like to extend their appreciation to Mrs. Arthurs, Mrs. Little and Mrs. Wolbeck for their time with the district. Congratulations to Mrs. Langley and her students on their success at Small Group: The Trombone Duet, Trumpet Duet, Percussion Quartet, Girls Vocal Quarter, Clarinet Duet and Clarinet Solo (Katie Bretsch) all received a Superior rating; Saxophone Quartet, Clarinet Trio, Clarinet Solo (Adi Lloyd) and Alto Sax Solo (Gabby Millard) all received an Excellent rating. Congratulations to Coach Pashen and the Boys Bastketball team on a successful season and being Conference Champions.

2025-091 Motion by Achen, second by Sumption to go into executive session at 8:28 p.m. for SDCL 1-25-2 (1) Personnel. All voted Aye. Motion carried.

Schlosser declared the board out of executive session at 10:26 p.m.

2025-092 Motion by Hart, second by Sumption to offer 2025-26 Music Teacher and Band/Chorus Extra Duty contracts to Braden Freeman with a $5000 sign-on bonus. All voted Aye. Motion carried.

2025-093 Motion by Sumption, second by Achen to advertise for Ag Teacher/FFA Advisor. All voted Aye. Motion carried.

2025-094 Motion by Achen, second by Sumption to adjourn at 10:27 p.m. All voted Aye. Motion carried.
