Regular Board of Education Meeting
April 10, 2025
A regular meeting of the Frederick Area Board of Education was called to order on April 10, 2025, at 6:30 p.m. by President Rich Schlosser. Members present were Rich Achen, Jon Ellwein, Alex Hart, and Eric Sumption. Also present were Superintendent/9-12 Principal/Athletic Director Jeff Kosters, PreK-8 Principal Jessica Ringgenberg and Business Manager Shauna Severson. Guests present: Marty Morlock, David Clark, Brock Pashen, Chad Huff, Greg Zens and Matt Beaner.
The meeting began with all present reciting the Pledge of Allegiance.
2025-095 Motion by Sumption, second by Achen to approve the agenda as presented. All voted Aye. Motion carried.
2025-096 Motion by Achen, second by Sumption to go into executive session at 6:30 p.m. for SDCL 1-25-2 (1) Personnel. All voted Aye. Motion carried.
Schlosser declared the board out of executive session at 7:16 p.m.

2025-098 Sumption introduced and moved the adoption of Resolution 2025-003 – 2025-26 SDHSAA Membership Resolution, second by Ellwein. Upon roll call, all voted Aye. Motion carried. A copy of the resolution can be found in the business office.
2025-099 Motion by Hart, second by Achen to approve the 2025-26 NCSEC District Membership Agreement. All voted Aye. Motion carried.
2025-100 Sumption introduced and moved the adoption of Resolution 2025-004 – ASBPT Bylaws Resolution, second by Ellwein. Upon roll call, all voted Aye. Motion carried. A copy of the resolution can be found in the business office.
2025-101 Motion by Sumption, second by Ellwein to approve the 2025-26 ASBPT Workers’ Compensation Fund Participation Agreement, Adoption and Renewal. All voted Aye. Motion carried.
2025-102 Motion by Achen, second by Hart to approve open enrollments 2526-3, 2526-4, 2526-5, 2526-6, 2526-7. All voted Aye. Motion carried.
2025-103 Motion by Sumption, second by Hart to accept resignations from Janelle Barondeau- Head Cross Country and Asst. Track, Sarah Sumption-Asst. Girls Basketball and Tanya Pies-Paraprofessional. All voted Aye. Motion carried.
2025-104 Motion by Sumption, second by Achen to amend the 2025-26 School Calendar to reflect the change of 162 contracted teacher days. All voted Aye. Motion carried.
2025-105 Motion by Sumption, second by Achen to approve the updated Pre-School Policy. All voted Aye. Motion carried.
2025-106 Motion by Hart, second by Ellwein to declare the following surplus: Aircat VB Machine-$500 value, Paper Shredder-$0 value. All voted Aye. Motion carried.
The board would like to extend their appreciation to Mrs. Barondeau and Mrs. Sumption for the their time with the Cross Country, Track and GBB programs, as well as Mrs. Pies for her time with the district. Congratulations to the NSU Science Bowl Champions (Jayden Ellwein, Eden Podoll, Andrew Schlosser and Howard Sumption); Jillian Ellwein – GBB LRC 2nd Team; Milo Sumption – BBB LRC 2nd Team and Noah Kippley for receiving MVP of the LRC. Also, congratulations to the following on a job well done at the NSU Science Fair: Jillian Ellwein and Howard Sumption (Recognition from NSU Bookstore), Tate Dosch (Recognition from SD Academy of Science), Andrew Schlosser and Tristan Tschappat, Erik Losure and Milo Sumption, Gavin Nickelson and Westyn Thorpe (Special Recognition from Regional Science Fair), Winston Clark (Special Recognition from Aberdeen Family Dental) and Andrew Schlosser and Tristan Tschappat for their 2nd place project and to Tate Dosch on his 1st place project.
