Special Board of Education Meeting
September 26, 2024
A special meeting of the Frederick Area Board of Education was called to order on September 26, 2024 at 9:30 p.m. by President Rich Schlosser. Members present were Rich Achen, Jon Ellwein, Alex Hart and Eric Sumption. Others present were Superintendent/9-12 Principal/Athletic Director Jeff Kosters, Prek-8 Principal Jessica Ringgenberg and Business Manager Shauna Severson via phone. Guests present: Troy Millard, Brock Pashen.
The meeting began with all present reciting the Pledge of Allegiance.
No public comment.
2025-041 Motion by Achen, second by Hart to approve the agenda as presented. All voted Aye. Motion carried.
No conflict of interest disclosures.
2024-042 Motion by Ellwein, second by Sumption to approve the official canvass of the $10,000,000 Bond Election which was held on September 26, 2024 with the following results: Frederick Precinct: Yes-89, No-76; Westport Precinct: Yes-38, No-68; Total: Yes-127, No-144. All voted Aye. Motion carried.
Percentage of district ballots cast: 38%; Registered voters: 724; Ballots spoiled, rejected or uncounted: 0; Total cost of election: $1,264.65.
2024-043 Motion by Hart, second by Achen to adopt the 2024-2025 Budget and certify real tax levy request for payable 2025 to the County Auditor for the fiscal year July 1, 2024 through June 30, 2025. All voted Aye. Motion carried.
General Fund: MAX – 1.197 mills per 1000 ag valuation, 2.679 mills per 1000 non-ag owner-occupied valuation, 5.544 mills per 1000 non-ag other/utilities valuation; Opt Out: $150,000 (Perpetual), $180,000; Total Opt Out: $330,000; Capital Outlay: $666,535; Special Education: .550 mills per 1000 valuation.

2025-044 Motion by Ellwein, second by Hart to adjourn at 9:42 p.m. All voted Aye. Motion carried.
