Regular Board of Education Meeting

May 12, 2025

 

A regular meeting of the Frederick Area Board of Education was called to order on May 12, 2025, at 7:00 p.m. by President Rich Schlosser. Members present were Rich Achen, Jon Ellwein, and Eric Sumption; Absent: Alex Hart. Also present were Superintendent/9-12 Principal/Athletic Director Jeff Kosters, PreK-8 Principal Jessica Ringgenberg and Business Manager Shauna Severson.

 

The meeting began with all present reciting the Pledge of Allegiance.

 

No public comment.

 

2025-115 Motion by Sumption, second by Ellwein to amend the agenda to include Approve Cahill, Bauer & Associates as FY25 Auditor as action item 8f. All voted Aye. Motion carried.

 

No conflict of interest disclosures.

 

2025-116 Motion by Ellwein, second by Achen to approve the following consent agenda items. All voted Aye. Motion carried.

The Preliminary Budget for FY2026 was presented by Business Manager Severson.

 

The current 3-year HVAC contract with Johnson Controls will end 8/31/25. Options for future HVAC services were discussed.

 

Spring Concert dates were discussed for next school year.

 

2025-117 Motion by Sumption, second by Achen to approve the Construction Manager at Risk contract with Huff Construction. All voted Aye. Motion carried.

 

2025-118 Motion by Ellwein, second by Sumption to vote for the following SDHSAA Board/Constitutional Amendments: Billy Clanton (Small School Group Board of Ed Rep), Ryan Rollinger (East River At-Large Rep), Jordan Bauer (Division I Rep), and Chad Allison (Division III Rep); yes to all five amendments. All voted Aye. Motion carried.

 

2025-119 Motion by Achen, second by Ellwein to approve the following 2025-2026 contracts:

2025-120 Motion by Sumption, second by Ellwein to accept resignations from Rich Bakeberg-Transportation and Traci Reineke-Paraprofessional. All voted Aye. Motion carried.

 

2025-121 Motion by Sumption, second by Ellwein to approve the Staff Handbook. All voted Aye. Motion carried.

 

2025-122 Motion by Sumption, second by Achen to approve Cahill, Bauer & Associates as FY25 Auditor. All voted Aye. Motion carried.

 

The board would like to extend their appreciation to Rich Bakeberg and Mrs. Reineke for their time with the district. Congratulations to Ruby Dallmann on her 5th place finish at the LRC golf meet; the teams of Hadleigh Hoggarth & Addison Wolbeck and Jillian Ellwein & Ella Kempf for receiving Top Superior Gold at State FCCLA; Kalyce Achen, Malona Cox, Samantha Dallmann, Jax Holmes, Alivia Little, Erik Losure, Howard Sumption, and Milo Sumption for qualifying for National FBLA; Malona Cox (Computer Applications), Jax Holmes (Securities & Investments), and Howard Sumption (Intro to Business Presentation) were all state champions in their events.

 

2025-123 Motion by Ellwein, second by Sumption to adjourn at 8:13 p.m. All voted Aye. Motion carried.
