NOTICE OF JOINT BOARD OF EDUCATION MEETING
JUNE 4, 2025
The joint athletic cooperative meeting of the Frederick Area Board of Education and Leola Board of Education was called to order on June 4, 2025 at 7:00 p.m. by President Rich Schlosser at the Leola School District cafeteria. Frederick Area school board members present were Rich Achen, Jon Ellwein, Alex Hart and Eric Sumption. Leola school board members present were Samantha Kallas, ReEtta Sieh, Kristi Spitzer, Trevor Zantow, and Arnie Wollman. Others present were Superintendent/Athletic Director Jeff Kosters, Leola Principal/Athletic Director Brett Flemmer, Business Managers Shauna Severson and Kayla Casey. Others in attendance were Brock Pashen, Troy Podoll, Trevor VanTilburg and Anna Wyly.
The meeting began with all present reciting the Pledge of Allegiance.
Motion 2025-124 Motion by Achen, second by Sumption to amend the agenda to include Girls Basketball. All voted aye. Motion carried.
No public comment.
Leola stated that Richard Westphal will be replacing Kristi Spitzer as a board member in July.
Youth FB, both flag and full-contact were discussed. Leola has had a full-contact program for 3 years now; the ultimate goal is to co-op. Boards would like coaches to explore options. No action was taken.
Projected numbers in all grade levels were discussed with concerns in the boys programs in school years 26-27 and 27-28. No action was taken.
A potential co-op in Track and Field was discussed. Athletic Directors and committees will discuss further. No action was taken.
Wrestling was discussed. Leola already started the steps towards implementing a wrestling program, but wants to know what that would look like with Frederick. If we would not be interested in a co-op with them, they would look to do so with Ipswich again. No action was taken.
Girls Basketball was discussed. Anna Wyly and Troy Podoll both spoke during this topic. Currently only one applicant for Assistant GBB coach position. No action was taken.
2025-26 Activity Schedules were shared with the boards. The Fall Sports Coaches Meeting will be held Thursday, July 31 in Frederick. No action was taken.
2025-26 Student Activity Handbook was presented with proposed changes to eliminate admission prices and activity tickets for Leola and Frederick students, as well as an awards banquet for fall sports. Boards to approve at regular meeting in July. No action was taken.
2025-26 Sports Co-op Agreement was presented with proposed changes to reflect those same changes in the Student Activity Handbook and update the coaching staff page. No action was taken.
Motion 2025-125 Motion by Achen, second by Sumption to approve the 2024-25 reconciliation. Leola owes Frederick $10,250.80. All voted Aye. Motion carried.
Motion 2025-126 Motion by Sumption, second by Ellwein to go into executive session at 8:13 p.m. for SDCL 1-25-2 (1) Personnel. All voted Aye. Motion carried.
Schlosser declared the board out of executive session at 9:00 p.m.
Motion 2025-127 Motion by Hart, second by Ellwein to have a recommendation for an Assistant GBB Coach by the Regular July Meeting. All voted aye, carried.
Motion 2025-128 Motion by Hart, second by Ellwein to adjourn at 9:02 p.m. All voted aye, carried
