REGULAR BOARAD OF EDUCATION MEETING 

JUNE 9, 2025 MINUTES 

A regular meeting of the Frederick Area Board of Education was called to order on June 9, 2025, at 7:00 p.m. by President Rich Schlosser. Members present were Rich Achen, Jon Ellwein, and Eric Sumption; Absent: Alex Hart. Also present were Superintendent/9-12 Principal/Athletic Director Jeff Kosters, PreK-8 Principal Jessica Ringgenberg and Business Manager Shauna Severson. Guests present: Alex Russo, Mike Elsen, Julie Elsen, Troy Podoll, Brock Pashen, Lance Podoll, Megan Bretsch.

The meeting began with all present reciting the Pledge of Allegiance.

 

Mike Elsen, Brock Pashen, Lance Podoll, Troy Podoll and Alex Russo expressed concerns about building safety and staffing during public comment.

 

2025-129 Motion by Achen, second by Ellwein to approve the agenda as presented. All voted Aye. Motion carried. No conflict of interest disclosures.

2025-130 Motion by Sumption, second by Achen to approve the following consent agenda items. All voted Aye. Motion carried.

Administration: Jeff Kosters: Superintendent/9-12 Principal/Athletic Director; Jessica Ringgenberg: K-8 Principal; Shauna Severson: Business Manager; Achen: Coop/Building Committee.

 

The building committee has met with Huff Construction/JLG, as well as administration to continue work on building plans. Huff Construction will have elevation plans done by the end of the month. The new building plans are at approximately 24,000 square feet.

 

The FY2026 budget was discussed; no updates from the preliminary budget presented in May.

2025-131 Motion by Ellwein, second by Achen to accept the resignation from Marty Morlock. All voted Aye. Motion carried.

 

2025-132 Sumption introduced and moved the adoption of Resolution 2025-005 – ASBPT Property & Liability Adoption and Renewal Resolution, second by Achen. Upon roll call, all voted Aye. Motion carried. A copy of the resolution can be found in the business office.

2025-133 Motion by Sumption, second by Achen to approve the 2025-26 Property/Liability, Crime and Cyber Renewals. All voted Aye. Motion carried.

The HVAC Agreement was tabled.

 

2025-134 Motion by Achen, second by Sumption to approve the transfer from General Fund to Food Service Fund for

$18,264.50. All voted Aye. Motion carried.

 

2025-135 Motion by Sumption, second by Ellwein to hold the FY 2026 Budget Hearing on July 14, 2025 at 6:45 p.m. All voted Aye. Motion carried.

2025-136 Motion by Ellwein, second by Sumption to declare six Lenovo Thinkpad laptops as surplus with a $50 value each. All voted Aye. Motion carried.

 

2025-137 Motion by Sumption, second by Ellwein to cast a vote in the run-off election for the East River At-Large Board of Director position with the SDHSAA for Ryan Rollinger. All voted Aye. Motion carried.

2025-138 Motion by Sumption, second by Ellwein to approve the following 2025-2026 contracts:

Certified Contracts: Shelby Nash and Faith Schulte; Non-Certified Employee Work Agreements: Frederic Hemke- Paraprofessional/Librarian, Liz Labesky-Paraprofessional and Zoe Olson-Paraprofessional. All voted Aye. Motion carried.

2025-139 Motion by Sumption, second by Ellwein to offer a Certified Teaching Contract to William Kadlec. All voted Aye. Motion carried.

 

2025-140 Motion by Achen, second by Sumption to approve the Non-Authorized Plan of Intent for Brock Pashen for K- 12 P.E. All voted Aye. Motion carried.

 

2025-141 Motion by Sumption, second by Ellwein to approve the Application of Timeline for Brock Pashen for K-12 P.E. All voted Aye. Motion carried.

 

Portable classrooms are available to bid on in Minot, ND. No action was taken.

 

The board would like to extend their appreciation to Marty Morlock for his time with the district as both a teacher and coach. Congratulations to Ruby Dallmann for qualifying and competing at the state golf meet, the 4×800 boys relay team (Noah Kippley, Titus Kippley, Gavin Nickelson and Howard Sumption) for placing third at the state track meet and for the other track athletes for advancing to state: Winston Clark, Brayden Heuer, Noah Heuer, Hunter Kern, Erik Losure and Jace Thorpe.

2025-142 Motion by Ellwein, second by Sumption to adjourn at 8:04 p.m. All voted Aye. Motion carried.
