REGULAR BOARD OF EDUCATION MEETING
NOTICE OF DECEMBER 8, 2025 MINUTES
A regular meeting of the Frederick Area Board of Education was called to order on December 8, 2025, at 6:00 p.m. by President Rich Schlosser. Members present were Rich Achen, Jon Ellwein and Alex Hart; Absent: Eric Sumption. Also present were Superintendent/9-12 Principal/Athletic Director Jeff Kosters, PreK-8 Principal Jessica Ringgenberg and Business Manager Shauna Severson. Other members of the community were present via Zoom and in-person; a full list is available in the business office.
The meeting began with all present reciting the Pledge of Allegiance.
Stacey Bretsch spoke during public comment.
2026-056 Motion by Achen, second by Hart to approve the agenda as presented. All voted Aye. Motion carried.
No conflict of interest disclosures.
The following reported to the Board: Jeff Kosters: Superintendent/9-12 Principal/Athletic Director; Jessica Ringgenberg: K-8 Principal, Shauna Severson: Business Manager.
The Business Manager and Superintendent met with the School Finance & Accountability Board on Wednesday, November 12 to present the waiver for the FY24 General Fund excess. The SFA Board recommended a 10% penalty in the amount of $9,265 be imposed on the district. The recommendation was considered at the South Dakota Legislature Appropriations Committee and it was suggested that the SFA Board reconsider the penalty and suggested no penalty for our district. No meeting has been set to re-consider the penalty at this time, but will need to be done by December 31, 2025.

2026-059 Motion by Achen, second by Hart to set the date and time of the 2026 School Board Election – June 2, 2026 from 7 a.m. to 7 p.m.. All voted Aye. Motion carried.
2026-060 Motion by Ellwein, second by Achen to approve the 2025-2026 School-Wide Plan. All voted Aye. Motion carried.
2026-061 Motion by Hart, second by Ellwein to approve the resignation of Janelle Barondeau – Teacher, effective at the end of the school year. All voted Aye. Motion carried.
2026-062 Motion by Achen, second by Hart to approve the interest transfers to Capital Outlay $17,410.50 and Special Education $10,024.23. All voted Aye. Motion carried.
2026-063 Motion by Ellwein, second by Hart to offer and approve a contract to Brock Pashen for Winter Grounds Maintenance – $13.92/hr. All voted Aye. Motion carried.
The board would like to congratulate Zander Hoffman, Jacob Kindelspire and Westyn Thorpe for being named FB All-Conference and Erik Losure, Honorable Mention; the FFA Ag Sales team: Case Bretsch, Katie Bretsch, Winston Clark, and Tate Dosch for competing in Rapid City at the State LDE contests; Katie Bretsch and Adi Lloyd for being selected to the NE Area Honor Band; Case Bretsch for qualifying for the National Powerlifting Competition; Mileah Holmes for being selected as the Frederick Area Junior Snow Queen, Gage Russo – Snow Prince and Scarlett Huettl – Snow Princess; and to Janelle Barondeau for her service and dedication to the Frederick Area School for 32 years.
2026-064 Motion by Hart, second by Achen to go into executive session at 6:17 p.m. for 1-25-2 (1) Personnel. All voted Aye. Motion carried.
Schlosser declared the board out of executive session at 6:29 p.m.
