NOTICE OF SECTION 00 11 13 – ADVERTISEMENT FOR BIDS

HAPI – NORTHEAST INFILL ADDITION

Aberdeen, South Dakota

Homes Are Possible, Inc., Aberdeen, South Dakota, will receive sealed bids for their Northeast Infill Addition until 11:00 AM (Central Time Zone), May 16, 2025.  Sealed bids may be delivered to Darin Beckius, Executive Director with a mailing address of 125 South 2nd Street, Aberdeen, SD 57401 or hand delivered to the Homes Are Possible, Inc., office.  Received sealed bids will be publicly opened and read aloud at the above-mentioned place and time.

Bids are invited upon the items and approximate quantities of work as follows:

BID SCHEDULE A – NORTHVIEW LANE

  • Approximately 3,000 CuYd of Unclassified Excavation
  • Approximately 400 Feet of 6” PVC Watermain Piping
  • Approximately 250 Feet of Water Service Piping
  • Approximately 8 Each Saddles, Corp. Stops and Curb Stops
  • Approximately 3 Each of Gate Valves
  • Approximately 5 Each DI Tees and Fittings
  • Approximately 400 Feet of 8” PVC Sanitary Sewer Piping
  • Approximately 250 Feet of 4” PVC Sanitary Sewer Service Piping
  • Approximately 8 Each Wyes and Cleanouts
  • Approximately 1 Each of 48” Sanitary Sewer Manhole
  • Approximately 300 Feet of Storm Sewer Piping
  • Approximately 5 Each Storm Sewer Inlet
  • Approximately 500 Feet of Storm Sewer Forcemain Piping
  • Approximately 1,800 SqYd of Geotextile Separator Fabric
  • Approximately 1,800 SqYd of Geogrid
  • Approximately 600.0 Tons of Granular Base Course
  • Approximately 750 Feet of Concrete Curb and Gutter
  • Approximately 2,500 SqFt of Reinforced Concrete Sidewalk
  • Approximately 280.0 Tons of Asphalt Concrete
  • Other miscellaneous construction related items.

BID SCHEDULE B – 23RD AVE.

  • Approximately 160 Feet of Water Service Piping
  • Approximately 3 Each Saddles, Corp. Stops and Curb Stops
  • Approximately 160 Feet of 4” PVC Sanitary Sewer Service Piping
  • Approximately 3 Each Wyes and Cleanouts
  • Approximately 1,400 SqFt of Asphalt Street Removal and Repair
  • Approximately 200 SqYd of Geotextile Separator Fabric
  • Approximately 64.0 Tons of Granular Base Course
  • Approximately 40 Feet of Concrete Curb and Gutter
  • Approximately 650 SqFt of Reinforced Concrete Sidewalk
  • Approximately 32.0 Tons of Asphalt Concrete
  • Other miscellaneous construction related items.

 

The award of the bid will be to the lowest responsible bidder of each Bid Schedule. The approximate quantities mentioned above are subject to increase or decrease.  It will be agreed by bidders that all quantities of work will be performed in accordance with the provisions of the plans and specifications and at the unit price bid.  Bidders agree to furnish all labor, material, and equipment necessary to complete all the work as shown in the plans and specifications.

 

Obtaining the Bidding Documents

Information and Bidding Documents for the Project can be found at the following designated website: http://www.helmsengineering.com/biddocs.html . Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

The Issuing Office for the Bidding Documents is: Helms and Associates, 416 Production St. N. Aberdeen, SD 57401. Phone (605)225-1212.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am to 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats: Bidding Documents (including Full-Size Drawings ($100.00) and electronic download of documents ($20.00). Additionally, upon request, in accordance with South Dakota Codified Law 5-18B-1, one copy of Plans and Specifications shall be furnished, without charge, to each Contractor resident in South Dakota who intends, in good faith, to bid upon the project. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor Bid informalities not involving price, time, or changes in the Work.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Each bid must be accompanied by a certified check or bank draft payable to the order of Homes Are Possible, Inc. or negotiable U.S. Government Bonds (at par value) in an amount equal to five percent (5%) of the total bid.  A bid bond in an amount equal to ten percent (10%) of the total bid will be accepted in lieu of a certified check or bank draft.  Surety for bid bond must be authorized to do business in the State of South Dakota.

Bids may be held by HAPI for a period of not more than thirty (30) days from the date of opening of bids for the purpose of reviewing the bids, investigating the qualifications of the bidders and completing financial arrangements prior to awarding the Work.  The Owner reserves the right to reject any or all bids and to waive any informality in the bidding.
