REDFIELD, SD

NOTICE OF 8/19/25 MEETING MINUTES

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, August 19, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

 

ADOPT AGENDA

Motion was made by Smith, seconded by Siebrecht, to adopt the agenda. All members voted aye. Motion carried.

 

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Knox, to approve the minutes of the August 8, 2025 Commission meeting. All members voted aye. Motion carried.

 

PUBLIC COMMENT

Justin Binger, resident, addressed the board regarding his attempt to purchase The Meatcase from Grow SD and an issue that has arisen in the title work where a portion of the lot lays within Redfield Township and a portion lays within Redfield City. Binger made a request to the City of Redfield on 8/18/2025 for them to release the bare lot portion that lays within Redfield City to Redfield Township. Deb Curtis, resident, requested clarification on the crossing guards for Redfield School District, she will follow up with Sheriff Appel.

 

SHERIFF

Jenna Appel, Sheriff, gave an update of activities and reported a new hire.

 

PERSONNEL

Motion was made by Albrecht, seconded by Knox, to approve the new hire, Robert Van Wagner as a crossing guard  at $20.48/hr. effective 8/20/25. All members voted aye. Motion carried.

 

FUNDING REQUEST

Marcie Robertson, Reflections Recovery Home Executive Director, presented the home’s mission, and budget needs. A board member and resident also spoke on behalf of the home’s mission. A request of $45,000 of the opioids settlement monies the County has received was filed. The request will be considered during budget hearings in September.

 

EQUALIZATION

Brenda Behm, property owner, requested the non-crop land status and valuations be reinstated on 5 parcels of land she owns. Tracey Millar, Director of Equalization and Jim Millar, Precision Soil, spoke on soil ratings, land capability classes and how it affects land valuations. An appeal of the assessment notice would have had to have been made by April 1 for consideration.

 

Behm also requested the lot lines for Schmidt’s Beach at Cottonwood Lake be corrected in Beacon.

 

PLANNING & ZONING BOARD

At 10:01 AM a motion was made by Albrecht, seconded by Smith, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.

 

The Board of County Commissioners reconvened at 10:35 AM after having adjourned as the Planning & Zoning  Board.

 

GIS

The request from Brenda Behm, property owner, for the correction of lot lines in Beacon was readdressed. Millar, Director of Equalization, will contact Beacon Schneider Corporation on the feasibility of the request.

 

QUOTE

Motion was made by Smith, seconded by Knox, to approve the quote from Twotrees Technologies, Watertown, SD, of $1,604.00 for the purchase of an HP Pro Mini 400 computer, with Microsoft licensing and onsite set up. All members voted aye. Motion carried.

 

PERSONNEL/INSURANCE

Motion was made by Knox, seconded by Smith, to approve the renewal of Avesis Plan 050130FZLS with a monthly premium of $12.28 per employee and to go with Mutual of Omaha for life insurance coverage at a rate of $5.00 per employee for $20,000 of Life and AD&D coverage. All members voted aye. Motion carried.

 

Motion was made by Smith, seconded by Knox, to authorize the Auditor to sign the master application for voluntary group life insurance with AFLAC. All members voted aye. Motion carried.

 

TAX DEED PROPERTY

Quiet title action has been completed on a tax deed property allowing for a warranty deed to be issued upon the sale of the property. Motion was made by Smith, seconded by Albrecht, to sell at public auction on September 10, 2025, at 10:00 AM in the Commissioners Chambers of the Courthouse the following previously surplused tax deed property: Lakeside B 3, S 135’ of Lot C, Redfield City, Spink County, South Dakota, with a minimum bid of $12,660. All members voted aye.   Motion carried.

 

REPORT OF SALE

Motion was made by Siebrecht, seconded by Knox, to approve the report of sale of fairground bleachers that sold on an online auction closing 7/30/25 for a total of  $150.00 less commission of $18.00.  All members voted aye.  Motion carried.

 

ANNUAL REVIEW

Annual review of the open meeting laws was conducted as required by SDCL 1-25-13.

 

OFFICIAL NEWSPAPER

The consensus of the board was to advertise all legals in both the Redfield Press and Aberdeen Insider through the end of 2025 and reevaluate at the January 2026 organizational meeting.
