JULY 21, 2026 PROCEEDINGS
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, July 21, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda with the addition of fire danger emergency declaration discussion. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the July 7, 2026 Commission meeting. All members voted aye. Motion carried.

SHERIFF
Brett Christman, Chief Deputy Sheriff, gave an update of Homeland Security Grants for security cameras and radios being approved, and requested approval for a transfer of property from Clark County, and a request for an employee to receive donated of leave.
TRANFER OF PROPERTY
Motion was made by Knox, seconded by Albrecht, to approve the transfer of a 2004 Argo, purchased with Homeland Security funds, from Clark County to the Spink County Sheriff’s Department at no cost, following inspection of the vehicle by the Spink County Sheriff’s Department. All members voted aye. Motion carried.
PERSONNEL
Motion was made by Siebrecht, seconded by Knox, to approve a donation of leave request contingent on a doctor’s note for the receiving employee being filed. All members voted aye. Motion carried.
HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities and discussed several grant opportunities.
RESOLUTION AUTHORIZING SUBMISSION OF APPLICATION TO THE 2026 LOCAL FEDERAL BRIDGE PRELIMINARY ENGINEERING PROGRAM(26-16)
WHEREAS, Spink County wishes to submit applications for consideration of award for the Local Federal Bridge Program:
STRUCTURE NUMBER(S) AND LOCATION(S): Structure 58-120-231 – 1.9 miles north and 2.0 miles east of Redfield, SD; Structure 58-206-390 – 5.6 miles east and 3.0 miles north of Hitchcock, SD; Structure 58-340-343 – 4.0 miles east and 7.7 miles north of Bloomfield, SD;
and WHEREAS, Spink County agrees to pay the 18.05% match on the Local Federal Bridge funds for Structure 58-206-390;
and WHEREAS, there is no local match on the Local Bridge funds for Structures 58-120-231 and 58-340-343;
and WHEREAS, Spink hereby authorizes the Local Federal Bridge Program application(s) and any required funding commitments.
NOW THEREFORE BE IT RESOLVED: That the South Dakota Department of Transportation be and hereby is requested to accept the attached Bridge Improvement Grant application(s).
Vote of Commissioners: Yes 5 No 0
Motion was made by Smith, seconded by Siebrecht to approve and adopt the above resolution.

GRANT
Motion was made by Smith, seconded by Siebrecht, to apply for Agri-Business Access grant funds available through the South Dakota Department of Transportation for roadway improvement on 12 miles of asphalt concrete, 4 miles on 165th St. and 8 miles on 396th Ave. All members voted aye. Motion carried.
AUDIT
Kasie Ingraham, SD Legislative Audit, gave her closing statement as lead auditor on the audit conducted of fiscal years 2023 and 2024. The Chairman and Auditor signed the representation letter for legislative audit.
EMERGENCY MANAGEMENT
The Chairman signed the 3rd quarter of FY26 LEMPG report.
HEALTH INSURANCE
Motion was made by Knox, seconded by Siebrecht, to approve renewing the county’s current plan, Wellmark EnhancedBlue $3,000 deductible PPO option. All members voted aye. Motion carried.
BUDGET
The 2027 budget was reviewed along with current cash balances and estimated year end cash balances.
FIRE DANGER EMERGENCY
Motion was made by Smith, seconded by Knox, to declare a fire danger emergency and to enact a burn ban effective immediately. All members voted aye. Motion carried.
