SPINK COUNTY COMMISSION PROCEEDINGS
REDFIELD, SOUTHDAKOTA
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, July 7, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda with the addition of an equipment quote. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Smith, seconded by Knox, to approve the minutes of the June 16, 2026 Commission meeting. All members voted aye. Motion carried.
CORRESPONDENCE
- SD DANR Re: Revised Nutrient Plan Camrose Hutterian Brethren, Inc.
- Copy of City of Conde’s Renewal Application to Construct and Operate a Restricted Use Storage and Disposal Facility
PUBLIC COMMENT
No one present took the floor.
JOINT POWERS AGREEMENT
A signed copy of the Joint Powers Agreement between the SD Department of Public Safety, Driver Licensing Program and Spink County for the term of July 1, 2026 through December 31, 2026 was filed.
QUOTE
Motion was made by Albrecht, seconded by Smith, to approve the quote of $2,550 from NVC for the purchase of 5 Yealink T87W hosted phones, 8 port Cisco POE switch, cabling and installation, with a recurring monthly charge of $111.35 for the Highway Department to be added to Spink County’s current contract. All members voted aye. Motion carried.
FAIRGROUNDS
Michelle Schmitt, 4-H Program Assistant, filed a quote for the purchase of new fridge(s) from Ace Hardware. Motion was made by Knox, seconded by Siebrecht, to approve the purchase of two 21 cu ft Avanti convertible refrigerator/freezers in the amount of $999.99 each. All members voted aye. Motion carried.
DIRECTOR OF EQUALIZATION
Denise Fliehe, Assessor, filed an expense request.
SHERIFF
Jenna Appel, Sheriff, requested an executive session to discuss personnel.
EXECUTIVE SESSION/PERSONNEL
At 8:59 AM a motion was made by Smith, seconded by Siebrecht, to go into executive session to discuss personnel. All members voted aye. Motion carried. Chairman Johnson declared the board out of executive session at 9:11 AM.
PERSONNEL
Motion was made by Smith, seconded by Knox, to approve the following pay step changes: Tonya Mayou, Deputy Sheriff, to Certified Deputy over 1 year at $30.03/hr. effective 6/26/26; Jacob Clark, E911 Dispatcher, to Dispatcher 1 year at $25.56/hr. effective 6/26/26. All members voted aye. Motion carried.
Motion was made by Smith, seconded by Siebrecht, to approve advertising for a Certified Deputy Sheriff. All members voted aye. Motion carried.
BUDGET
The Board reviewed and revised the 2027 revenue and expenditure budget.
PLANNING & ZONING BOARD
At 9:56 AM a motion was made by Knox, seconded by Siebrecht, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.
The Board of County Commissioners reconvened at 10:26 AM after having adjourned as the Planning & Zoning Board.
BUDGET
The Board continued review of the 2027 expenditure budget.
DIRECTOR OF EQUALIZATION
Tracey Millar, Director of Equalization, was present via teleconference to discuss an upcoming OHE hearing.
EXPENSE REQUESTS
Motion was made by Albrecht, seconded by Knox, to approve the following expense requests:
- Justin McDaniel, Deputy Sheriff, NSA Courtroom Assessment & Security Training, Mitchell, SD;
- Tracey Millar, DOE, and Denise Fliehe, Assessor, Annual Assessor Schook, Pierre, SD;
All members voted aye. Motion carried.
