SPINK COUNTY COMMISSION MEETING

MAY 5, 2026 PROCEEDINGS

 

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, May 5, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

 

ADOPT AGENDA

Motion was made by Smith, seconded by Knox, to adopt the agenda with the addition of a welfare application and courthouse roof replacement downpayment request. All members voted aye. Motion carried.

 

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the April 28, 2026 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT

Sandy Jungwirth, resident, spoke on CAFO concerns.

 

ABATEMENT APPLICATION

Motion was made by Knox, seconded by Albrecht, to approve the Application for Abatement of Property Taxes for the property described as Lots 18-20, Meadow Park Estates, Redfield City, Spink County, SD, abating $609.20 of 2025 taxes pay 2026 due to an error on the assessed valuation. All members voted aye. Motion carried.

 

WIC CONTRACT

Motion was made by Smith, seconded by Siebrecht, to approve the Women, Infants, Children contract between Spink County and the SD Department of Health, for the term beginning June 1, 2026, and ending September 30, 2026, for reimbursement of services not to exceed $24,637.33. All members voted aye. Motion carried.

 

VICTIM SERVICES/DIVERSION PROGRAM

Motion was made by Knox, seconded by Siebrecht, to continue the agreement with Beadle County for administering Victim Services and the Diversion Program in Spink County in the amount of $6,550 for 2027. All members voted aye. Motion carried.

 

SHERIFF

Jenna Appel, Sheriff, requested approval to purchase an additional consolette for 911 dispatching and an executive session to discuss personnel.

 

QUOTE

Motion was made by Smith, seconded by Knox, to approve Two Way Solutions’ quote of $1898.60 and Motorola Solutions quote of $11,605.20, for the purchase of APX Consolette and all needed hardware, software, set up and licenses. All members voted aye. Motion carried.

 

EXECUTIVE SESSION/PERSONNEL

At 8:56 AM a motion was made by Knox, seconded by Smith, to go into executive session to discuss personnel. All members voted aye. Motion carried. Chairman Johnson declared the board out of executive session at 9:05 AM with the following action taken: Motion was made by Smith, seconded by Knox, to approve the Sheriff’s recommendation on disciplinary action of one day suspension without pay for an employee. All members voted aye. Motion carried.

 

PERSONNEL

Risty Benefits had filed information for MASA benefits for employees. The board was not interested in proceeding with the benefit.

 

WELFARE APPLICATION

Theresa Hodges, Auditor, reported a burial application received phone approval last week.

 

COURTHOUSE REPAIRS

Motion was made by Siebrecht, seconded by Albrecht, to approve the All Element Inc.’s down payment application of $61,159, for replacement of the courthouse roof. All members voted aye. Motion carried.

 

DIRECTOR OF EQUALIZATION/PERSONNEL

Tracey Millar, Director of Equalization, requested to advertise for an Administrative Assistant. Motion was made by Smith, seconded by Knox, to approve advertising for a full-time Administrative Assistant. All members voted aye. Motion carried.
