SPINK COUNTY COMMISSION

REDFIELD, SOUTH DAKOTA

NOTICE OF 1/20/26 PROCEEDINGS

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, January 20, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA

Motion was made by Smith, seconded by Knox, to adopt the agenda. All members voted aye. Motion carried.

MINUTES APPROVED

Motion was made by Albrecht, seconded by Smith, to approve the minutes of the January 6, 2026 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT

Sandy Jungwirth and Deb Curtis, residents, addressed data center ordinances.

GENERAL FUND SURPLUS ANALYSIS/RECAPITULATION OF TAXES

Theresa Hodges, Auditor, filed the General Fund Surplus Analysis of 18% as of 12/31/2025.

SHERIFF

Amy Akin, Chief Dispatcher, made a request to eliminate the part-time pay scale for dispatchers and pay part-time dispatchers under the full-time scale due to them needing the same certifications as full-time staff. Motion was made by Smith, seconded by Knox, to eliminate the part-time pay scale for dispatchers and pay all dispatchers under the full-time scale due to certification requirements; and set the rate of pay for Kandi Shantz, E911 Dispatcher, and Christine Michlitsch, E911 Dispatcher, at $26.44/hr. effective 1/26/2026. All members voted aye. Motion carried.

ANNUAL REVIEW

Annual review of the open meeting laws was conducted as required by SDCL 1-25-13.

RURAL ACCESS INFRASTRUCTURE FUNDING

Jeff Haessig, Highway Superintendent, reviewed applications that were filed for the Rural Access Infrastructure Grant.  4 townships and Spink County secondary road filed a total of 6 applications. Each application was filed with one cost estimate, with inability to obtain a second estimate.

Motion was made by Knox, seconded by Siebrecht, to approve: Spink County secondary road’s application for the replacement of culvert 58-3393-1725, total project cost $12,041, 80% grant award $9,633; Lodi Township’s application for the replacement of culvert 58-1843-2832, total project cost $10,293, 80% grant award $8,235; Frankfort Township’s application for the replacement of culvert 58-2371-2624, total project cost $11,652, 80% grant award $9,322; Frankfort Township’s application for the replacement of culvert 58-2320-2723, total project cost $21,916, 80% grant award $17,533; Groveland Township’s application for the replacement of culverts 58-4193-2158, total project cost $46,558, 80% grant award $37,247; and Olean Township’s application for replacement of culvert 58-3088-0728, total project cost $21,424, 80% grant award $17,140. All members voted aye. Motion carried.

HIGHWAY SUPERINTENDENT

Jeff Haessig, Highway Superintendent, filed contracted Sourcewell bid prices for motor graders: Butler CAT, 2026 Caterpillar Model 150JOY4 motor grader $428,890; RDO Equipment Co., 2026 John Deere 772P motor grader $408,907.34. Haessig also filed two employees’ letters of resignation.

BIDS

Motion was made by Albrecht, seconded by Smith, to approve RDO Equipment Co.’s low bid of $408,907.34 for the purchase of a 2026 John Deere 772P motor grader. All members voted aye. Motion carried.

PERSONNEL

Motion was made by Smith, seconded by Knox, to accept the resignations of Roger Metzinger, Equipment Operator, effective 3/25/26; and Travis Fast, Equipment Operator, effective 3/12/26, and to advertise the positions. All members voted aye. Motion carried.

REGISTER OF DEEDS

Sonja Muellenberg, Register of Deeds, filed the Register of Deeds Yearly Report for 2025.

PLANNING & ZONING BOARD

At 9:30 AM a motion was made by Smith, seconded by Knox, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.

The Board of County Commissioners reconvened at 10:42 AM after having adjourned as the Planning & Zoning  Board.

APPOINTMENT OF WEED & PEST BOARD

The Board of Spink County Commissioners, in session this 20th day of January 2026, appoint the Spink County Board of Commissioners to the Spink County Weed & Pest Board. Motion was made by Knox, seconded by Siebrecht, to approve and adopt the above appointment to the board. All members present voted aye. Motion carried.

RESOLUTION DESIGNATING WILDLAND FIRE DESIGNEE (#26-10)

WHEREAS, the South Dakota Wildland Fire Coordinator is authorized to assist in fighting range fires through the State, and

WHEREAS, a county must formally request his assistance pursuant to SDCL 41-20-8.1;

NOW THEREFORE BE IT RESOLVED, that the Spink County Commissioners do hereby designate the following persons with the authority to request assistance from the State Wildland Fire Coordinator in fighting range fires:

Spink County Emergency Manager, and Brian Johnson, Chairman of Spink County Commission.

Motion by Smith, seconded by Knox, to adopt the above resolution.  All members voted aye. Motion carried.

FAIR BOARD

A copy of the revised layout of the rental agreement for the fairgrounds and buildings was filed.

EMERGENCY MANAGEMENT

FY2026 first quarter report was signed by the Chairman.

BUILD DAKOTA

Discussion on the Build Dakota Scholarship program.

FAIRGROUND LEASE

An updated lease agreement for the fairgrounds was received from the City of Redfield. Motion was made by Siebrecht, seconded by Knox, to approve the lease agreement for the fairgrounds between the City of Redfield and Spink County for the leased premises commonly called the Spink County Fairgrounds, for the term of January 1, 2026, and ending on December 31, 2031, with the agreement renewing on the same terms and conditions on a five-year term basis until terminated by either party, for the sum of $500 per year. All members voted aye. Motion carried.

STATES ATTORNEY

Quotes were filed for the purchase of a printer for the States Attorney’s office. Motion was made by Albrecht, seconded by Siebrecht, to approve A&B Business Solution’s quote of $2,689.29 for the purchase of a Ricoh IM C320F printer/copier/scanner with the $53.38/month maintenance contract. All members voted aye. Motion carried.

VOLUNTEER

Report of volunteer, Deputy State’s Attorney, Vaughn Beck.

ORDINANCE

Recommendations from the Planning & Zoning Board were received.  Motion was made by Siebrecht, seconded by Smith, to set the 1st reading of Titles 17.02 Definitions and  17.30 Data Centers as February 17th, 2026 at 9:20 AM and the 2nd reading as March 3, 2026 at 9:20 AM. All members voted aye. Motion carried.

Motion was made by Smith seconded by Knox, to approve the following expense requests:
