NOTICE OF 10/21/2025 PROCEEDINGS
REDFIELD, SOUTH DAKOTA
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, October 21, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the October 7, 2025 Commission meeting. All members voted aye. Motion carried.
PUBLIC COMMENT
Deb Curtis, resident, inquired if there was a current ordinance on solar farms.
MAINTENANCE
A quote from Cummins Sales and Service, Sioux Falls, SD, for generator maintenance parts and labor was filed. Motion was made by Siebrecht, seconded by Smith, to approve the quote in the amount of $5,556.35 for maintenance parts and labor. All members voted aye. Motion carried.
LIQUOR LICENSE RENEWALS
Motion was made by Albrecht, seconded by Smith, to approve the renewal of the Retail (on-sale) liquor license for the renewal year 2026 for Fisher Grove County Club and Pheasant Phun Inc. All members voted aye. Motion carried.
EMERGENCY MANAGEMENT
Chairman Johnson signed the Emergency Management LEMPG quarterly report.
RESOLUTION ADOPTING THE SPINK COUNTY HAZARD MITIGATION PLAN (#25-18)
WHEREAS, the County of Spink, South Dakota, recognizes the threat that natural hazards pose to people and property within the community; and
WHEREAS, participation in hazard mitigation planning activities allows the community to identify vulnerabilities and strategies to reduce future risks; and
WHEREAS, an approved and adopted hazard mitigation plan is a prerequisite for receiving
certain types of federal mitigation funding; and
WHEREAS, the County of Spink participated in the development of the Spink County
Hazard Mitigation Plan, which has now been approved by FEMA; and
WHEREAS, the Plan recommends hazard mitigation actions that will benefit the County of
Spink by reducing potential losses from future hazard events;
NOW, THEREFORE, BE IT RESOLVED, that the Commission of Spink County, South Dakota, hereby adopts the Spink County Hazard Mitigation Plan as the community’s official hazard mitigation plan.
Motion was made by Smith, seconded by Knox, to adopt the above resolution. All members voted aye. Motion carried.

ELECTIONS
Theresa Hodges, Auditor, reviewed HB 1130, an act to provide permissible dates for municipal and school district elections, and is awaiting guidance from the SD Secretary of State’s office or a possible Attorney General’s opinion on combining elections.
SHERIFF
Jenna Appel, Sheriff, gave an update of activities, discussed a UJS grant application for courtroom safety, requested an automatic budget supplement and approval for employee training. Also discussed was the status of the E911 project.
AUTOMATIC BUDGET SUPPLEMENTS
Motion was made by Siebrecht, seconded by Knox, to make an automatic budget supplement of $22,040 to the Sheriff Equipment Budget 101-211-426.50 for grant monies received from the SD Department of Public Safety. All members voted aye. Motion carried.
PERSONNEL
Motion was made by Albrecht, seconded by Knox, to grant the same leave as given by the State of South Dakota to employees and to close Spink County offices: all day on Friday, November 28, 2025, the day after Thanksgiving, with the following policy: each full-time employee will be compensated for eight hours regular pay on November 28th. If an employee is required to work a full shift, eight hours will be added to their vacation record for November 28th– under no circumstances will premium pay be paid for those hours; and all day on Wednesday, December 24th and Friday, December 26th, 2025, with the following policy: each full-time employee will be compensated for eight hours regular pay on December 24th and eight hours regular pay on December 26th. If an employee is required to work a full shift, eight hours will be added to their vacation record for December 24th and eight hours will be added to their vacation record for December 26th – under no circumstances will premium pay be paid for those hours. All members voted aye. Motion carried.
HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities, reported approval of the 5 year plan from the State, and requested approval to seek a grant and of a new hire and personnel pay step increase.
GRANT APPLICATIONS
Motion was made by Smith, seconded by Siebrecht, to approve applying for a $5,000 grant through SD Department of Ag, Weed & Pest Fund for herbicide purchase/application. All members voted aye. Motion carried.
PERSONNEL
Motion was made by Knox, seconded by Siebrecht, to approve the hiring of: Lance Hofius as an Equipment Operator effective 10/27/2025 at $25.79/hr. All members voted aye. Motion carried.
Motion was made by Smith, seconded by Albrecht, to approve the pay step increase for Daniel Puff, Equipment Operator, to Equipment Operator over 6 months at $26.66/hr. effective 11/5/2025. All members voted aye. Motion carried.
SECOND READING OF REZONING
At 9:30 AM time set by public notice, the second reading of the rezoning change for: Applicant: Tanner Binger Legal: Binger Addition in the NE ¼ 15-115-65, Reason for Petition to Rezone: Reclassify from AG to Commercial. No one present was for or against the application. Motion was made by Siebrecht, seconded by Albrecht, to approve the rezoning change of Binger Addition in the NE ¼ 15-115-65, Spink County, SD, from Agricultural to Commercial. All members voted aye. Motion carried.
DIRECTOR OF EQUALIZATION/PERSONNEL
Tracey Millar, Director of Equalization, requested a personnel pay step increase. Motion was made by Smith, seconded by Siebrecht, to approve the pay step increase for Kristina Hausvik, Director of Equalization Clerk, to $24.33/hr. effective 10/26/25. All members voted aye. Motion carried.

Motion was made by Smith, seconded by Knox, to approve the following expense requests:
