SPINK COUNTY COMMISSION

NOTICE OF 10/7/25 PROCEEDINGS

Redfield, South Dakota

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, October 7, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA

Motion was made by Smith, seconded by Albrecht, to adopt the agenda. All members voted aye. Motion carried.

MINUTES APPROVED

Motion was made by Smith, seconded by Siebrecht, to approve the minutes of the September 16, 2025 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT

Jamie Fisk, resident, spoke on a proposed wind farm in Haakon County and the importance of being proactive with ordinances. Sandy Jungwirth, resident, encouraged continued work on ordinances addressing solar and wind farms and data centers.

SHERIFF

Brett Christman, Chief Deputy Sheriff, gave an update of activities including a report from the SD 911 Coordination Board approving Spink County’s request for funding for the replacement of two consoles for dispatching the total award is $257,000, also filed were other grant awards and corelating agreements. Approval of a passenger waiver to allow a non-employee to ride with the department to observe was requested.

GRANT AGREEMENTS

Motion was made by Siebrecht, seconded by Knox, to accept the following grant awards and approve the subrecipient agreements: for the Edward Byrne Memorial JAG grant in the amount $9,868.42 for the purchase of radios for squad cars; Highway Safety Impaired Driving Grant in the amount of $13,308 for personnel overtime and  in car cameras; and Highway Safety Speed and Seatbelt Grant in the amount of $4,100 for personnel overtime. All members voted aye. Motion carried.

WAIVER

Motion was made by Knox, seconded by Albrecht, to approve the passenger waiver request for Noah Felderman for an internship from 10/7/25-12/1/25. All members voted aye. Motion carried.

PERSONNEL

A letter from Amy Michlitsch, Treasurer, requesting an employee personnel pay step increase was filed. Motion was made by Albrecht, seconded by Siebrecht, to approve the personnel pay step increase for Shawnmarie Lewis, Deputy Treasurer, to Deputy over 6 months, at $24.90/hr. effective 10/8/25. All members voted aye. Motion carried.

TAX DEED PROPERTY

Correspondence from Rod Fortin, SD Legislative Audit, was reviewed. Motion was made by Knox, seconded by Siebrecht, to sell at public auction on October 28, 2025, at 10:00 AM in the Commissioners Chambers of the Courthouse the following previously surplused tax deed property: Lakeside B 3, S 135’ of Lot C, Redfield City, Spink County, South Dakota, with no minimum bid. All members voted aye.   Motion carried.

DOMAIN/GRANT

SecureSD Cybersecurity Mitigation Assistance and funding through SD SB 187 was discussed. Motion was made by Albrecht, seconded by Smith, to approve the Memorandum of Understanding between Dakota State University and Spink County for cybersecurity mitigation assistance through the SecureSD Program, with effective period of 10/7/25-6/30/28. All members voted aye. Motion carried.

HIGHWAY SUPERINTENDENT

Jeff Haessig, Highway Superintendent, gave an update of activities on bridge projects.

HIGHWAY- 5 YEAR PLAN

At 9:00 AM, time set by public notice, a public meeting was held to present Spink County’s Five-Year County Highway and Bridge Improvement Plan, with Jeff Haessig, Highway Superintendent,  Bob & Deborah Roggenthen, Jamie Fisk, Sandy Jungwirth, Kevin Roseland, Rob Roeber, Deb Curtis, county residents, and Adam Hansen, City of Redfield, present. Haessig did a presentation on the plan. Motion was made by Knox, seconded by Smith, to approve Spink County’s Five-Year County Highway and Bridge Improvement Plan. All members voted aye. Motion carried.

ASSIGNMENT OF CASH

Motion was made by Knox, seconded by Albrecht, to assign $23,153 in general fund cash balance for the future purchase of ambulances.  All members voted aye.  Motion carried. This assignment is for 2026 fiscal year per the Spink County ambulance contract.

DIRECTOR OF EQUALIZATION/PERSONNEL

Tracey Millar, Director of Equalization, requested an employee personnel pay step increase. Motion was made by Smith, seconded by Knox, to approve the personnel pay step increase for Denise Fliehe, Assessor, to Certified Deputy, at $25.86/hr. effective 9/26/25. All members voted aye. Motion carried.

REZONING HEARING

At 9:45 AM time set by public notice, a hearing was held to consider an application to rezone a property. The application was read aloud, Applicant: Tanner Binger Legal: Binger Addition in the NE ¼ 15-115-65, Reason for Petition to Rezone: Reclassify from AG to Commercial. No one present was for or against the application. A second reading will be held October 21, 2025 at 9:30 AM.

PLANNING & ZONING BOARD

At 9:59 AM a motion was made by Smith, seconded by Knox, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.

The Board of County Commissioners reconvened at 10:55 AM after having adjourned as the Planning & Zoning  Board.

EXPENSE REQUESTS

Motion was made by Siebrecht, seconded by Knox, to approve the following expense requests:

  • Andrew Rindelaub, Emergency Manager, ICS 300 training, Aberdeen, SD;
  • Andrew Rindelaub, Emergency Manager, ICS 400 training, Aberdeen, SD;

All members voted aye. Motion carried.
