REDFIELD, SOUTH DAKOTA

NOTICE OF 11/18/25 MINUTES

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, November 18, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA

Motion was made by Smith, seconded by Knox, to adopt the agenda. All members voted aye. Motion carried.

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Albrecht, to approve the minutes of the November 4, 2025 Commission meeting. All members voted aye. Motion carried.

CORRESPONDENCE

  • SD DANR Notice of Proposed Reissuance of General Water Pollution Control Permits for Concentrated Animal Feeding Operations

PUBLIC COMMENT

No one was present.

SERVICE AGREEMENT

Motion was made by Smith, seconded by Knox, to approve the service agreement between Garratt Callahan and Spink County for the term of 11/1/25-10/31/26, in the annual amount of $4,493.16. All members voted aye. Motion carried.

TELEPHONE SERVICE

Motion was made by Knox, seconded by Siebrecht, to approve the five-year agreement with Northern Valley Communications, LLC for telecommunications services.  All members voted aye.  Motion carried.

SURPLUS

Motion was made by Smith, seconded by Knox, to surplus and declare junk with no value the following: Avaya phone system; Avaya phones for the following departments: Auditor, Treasurer, Director of Equalization, Register of Deeds, Extension; and miscellaneous phones for the following departments: VSO, States Attorney, Emergency Management and Maintenance. All members voted aye. Motion carried.

FLOODPLAIN

A letter from FEMA was filed with a revision to the National Flood Insurance Program map.

PERSONNEL

Discussed was the staff Christmas party to be held.

OFFICE SPACE

Theresa Hodges, Auditor, reported the SD Department of Social Services had verbally conveyed their intent to vacate the offices within the Spink County Courthouse, a formal letter will be filed giving their 60 day notice per the rental agreement.

CORONER/QUOTE

A quote from Ferno for the purchase of a stretcher was filed. Motion was made by Knox, seconded by Smith, to approve the quote from Ferno in the amount of $1,676.22 for the purchase of a Scoop EXL stretcher for the Spink County Coroner’s department. 4 ayes, 1 nay. Motion carried.

HIGHWAY SUPERINTENDENT

Jeff Haessig, Highway Superintendent, gave an update of activities.

SHERIFF

Jenna Appel, Sheriff, gave an update of activities, requested approval of quotes for the purchase of equipment reimbursable with grant funds and a personnel pay step increase.

GRANTS/QUOTES

Motion was made by Smith, seconded by Knox, to approve the quote from Motorola Solutions in the amount of $8,834.46 for the purchase of two radios under the JAG grant; and to approve the quote from Two Way Solutions, Inc. in the amount of $252,835.45 for the purchase of an E911 console under the SD DPS grant and to approve a down payment of $123,082.75 to Two Way Solutions, Inc. All members voted aye. Motion carried.

PERSONNEL

Motion was made by Knox, seconded by Siebrecht, to approve the personnel pay step increase for Trent Remily, Deputy Sheriff, to Certified Deputy at $28.29/hr. effective 11/14/25. All members voted aye. Motion carried.

PLANNING & ZONING BOARD

At 9:24 AM a motion was made by Smith, seconded by Siebrecht, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.

The Board of County Commissioners reconvened at 10:04 AM after having adjourned as the Planning & Zoning  Board.
