SPINK COUNTY COMMISSION

NOTICE OF 11/4/25 PROCEEDINGS

REDFIELD, SOUTH DAKOTA

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, November 4, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, and Kevin Siebrecht. Commissioner Suzanne Smith was absent. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA

Motion was made by Albrecht, seconded by Siebrecht, to adopt the agenda. All members voted aye. Motion carried.

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Knox, to approve the minutes of the October 21, 2025 Commission meeting. All members voted aye. Motion carried.

CORRESPONDENCE

  • Copy of Turton Town’s Renewal Application to SD DANR to Operate a Restricted Use Site

PUBLIC COMMENT

No one present took the floor.

SHERIFF

Jenna Appel, Sheriff, gave an update of activities, requested a personnel pay step increase, and filed a prisoner housing  agreement, maintenance contract, and 911 contract for approval. Appel also requested an executive session to discuss personnel.

E-911 CONTRACT

Motion was made by Knox, seconded by Albrecht, to approve the contract for E-911 services provided to Faulk County, with a term of January 1, 2026, to December 31, 2027, with Faulk County remitting to Spink County 90% of their 911 surcharge revenue received from the State of South Dakota. All members voted aye. Motion carried.

PRISONER HOUSING AGREEMENT

Motion was made by Albrecht, seconded by Siebrecht, to approve the Charles Mix County Prisoner Housing Agreement with a term of January 1, 2026 to December 31, 2026, for $90.00 per adult prisoner day. All members voted aye. Motion carried.

MAINTENANCE AGREEMENT
Motion was made by Knox, seconded by Albrecht, to approve the maintenance and support agreement with IDEMIA for the LiveScan System Cabinet Tenprint/Palmprint, IDEMIA LiveScan System Software, in the amount of $3,358 for the term of December 21, 2025 to December 20, 2026. All members voted aye. Motion carried.

PERSONNEL

Motion was made by Knox, seconded by Siebrecht, to approve the personnel pay step increase for Robert Coltharp, E-911 Dispatcher, to Dispatcher over 6 months at $24.33/hr. effective 11/5/25. All members voted aye. Motion carried.

EXECUTIVE SESSION/PERSONNEL

At 8:48 AM a motion was made by Knox, seconded by Siebrecht, to enter into executive session to discuss personnel with Theresa Hodges, Auditor, and Jenna Appel, Sheriff, present. All members voted aye. Motion carried. Chairman Brian Johnson declared the Board out of executive session at 9:01 AM, with no action taken.

REPORT OF SALE

Public auction was held on October 28, 2025, at 10:00 AM in the Commissioners Chambers of the Courthouse for the following tax deed property: Lakeside B 3, S 135’ of Lot C, Redfield City, with no bidders. Motion was made by Knox, seconded by Siebrecht, to sell by sealed bids, the property described as Lakeside B 3, S 135’ of Lot C, Redfield City, Spink County, SD, with bids due by December 1, 2025, at 5 p.m. All members voted aye. Motion carried.

MEETING DATES

The December meeting dates were set as 12/2, 12/16 and 12/30(bills only).

 DOMAIN/GRANT

Theresa Hodges, Auditor, gave an update on the SecureSD Cybersecurity Mitigation Assistance grant work that is being completed.

 PHONE SYSTEM

Hodges also gave an update on the courthouse phone system upgrade project.
