SPINK COUNTY COMMISSION

NOTICE OF 12/2/25 PROCEEDINGS
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, December 2, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the November 18, 2025 Commission meeting. All members voted aye. Motion carried.
PUBLIC COMMENT
No one present took the floor.
NECOG
Motion was made by Smith, seconded by Siebrecht, to approve the 2026 Joint Cooperative Agreement between Spink County and the Northeast Council of Governments for their assistance in applying for funding opportunities, with a local share cost of $11,128.75. All members voted aye. Motion carried.
VSO
Motion was made by Siebrecht, seconded by Smith, to approve the terms of SD Department of Veterans Affairs Request for State Aid for Salary of County Veterans Service Officer for the period of January 1, 2026, through December 31, 2026. All members voted aye. Motion carried.
SHERIFF
Jenna Appel, Sheriff, gave an update of activities, filed a quote for equipment purchase, requested to purchase a vehicle off the SD state bid, and discussed annual invoices per a five year contract that were not received by the department for two years.
GRANTS/QUOTES
Motion was made by Smith, seconded by Knox, to approve the quote from Motorola Solutions in the amount of $11,149.29 for the purchase of an all band consolette under the SD DPS grant for E911 equipment. All members voted aye. Motion carried.
VEHICLE BID
Motion was made by Smith, seconded by Siebrecht, to purchase a 2026 Ford Police Interceptor SUV off the state bid, at the cost of $45,951, base price plus additional options, from Lamb Motors. All members voted aye. Motion carried.
OFFICE SPACE
A certified letter from the State of South Dakota Bureau of Human Resources and Administration serving as written notice of cancellation of the DSS office space lease agreement dated January 1, 2023, was filed.
TAX DEED PROPERTY BID OPENING
At 9:00 a.m., time set by public notice, bids for the purchase of parcel #10641 – S 135’ of Lot C, Block 3, Lakeside Addition, Redfield City, Spink County, South Dakota, were opened and read. Copies of all bids are on file in the Auditor’s Office and open for inspection during normal working hours.
Motion was made by Siebrecht, seconded Smith, to accept the only bid in the amount of $5,051 from RLTC, Inc. All members voted aye. Motion carried.
AMBULANCE
Eric Schueth, Spink County Ambulance, reviewed grants received, support of Wildcat Rescue and Doland responder with equipment and gave an overview of the AVEL unit and extrication system with manikin Spink County Ambulance is requesting $30,000 in funding to purchase.
PLANNING & ZONING BOARD
At 9:25 AM a motion was made by Knox, seconded by Siebrecht, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.
The Board of County Commissioners reconvened at 10:27 AM after having adjourned as the Planning & Zoning Board.
DIRECTOR OF EQUALIZATION
Tracey Millar, Director of Equalization, requested an employee pay step increase.
TREASURER
Amy Michlitsch, Treasurer, requested an employee pay step increase, and reported on a timeframe for the new counter and desk system for her department.
EXTENSION
Kim McGraw, 4-H Educator, requested an employee pay step increase.
STATES ATTORNEY
A letter from Vic Fischbach, States Attorney, requesting an employee pay step increase was filed.
PERSONNEL
Motion was made by Knox, seconded by Smith, to approve the following personnel pay step increases: Ericka Dale, DOE Clerk, to clerk over 6 months at $24.33/hr. effective 11/27/25; Amy Hermann, Deputy Treasurer, to deputy 1 year at $24.90/hr. effective 12/9/25; Michelle Schmitt, 4-H Program Assistant, to clerk over 6 months at $24.33/hr. effective 11/27/25; and Samantha Garrison, States Attorney Administrative Assistant, to clerk over 6 months at $24.33/hr. effective 12/2/25. All members voted aye. Motion carried.
MOU
The memorandum of understanding between SDSU and Spink County regarding 4-H was discussed. A request for an official from SDSU to attend the next meeting will be made.
SALARIES
Discussion was held on setting the 2026 salaries. No action was taken.
