SPINK COUNTY COMMISSION

REDFIELD, SOUTH DAKOTA

NOTICE OF 12/30/25 PROCEEDINGS

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, December 30, 2025, at the Spink County Courthouse.  Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA

Motion was made by Smith, seconded by Knox, to adopt the agenda with the addition of public comment to the agenda. All members voted aye.  Motion carried.

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the December 16, 2025 Commission meeting.  All members voted aye.  Motion carried.

PUBLIC COMMENT

No one present took the floor.

PLANNING & ZONING BOARD

At 8:32 AM a motion was made by Siebrecht, seconded by Knox, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.

The Board of County Commissioners reconvened at 8:47 AM after having adjourned as the Planning & Zoning  Board.

REZONING HEARING

At 8:47 AM, time set by public notice was 8:45 AM, a hearing was held to consider an application to rezone properties. The application was read aloud, repeal rezoning changes adopted October 21, 2025, Applicant: Tanner Binger; Legal: Binger Addition in the NE ¼ 15-115-65; Reason for Petition to Rezone: Reclassify from AG to Commercial; and replace with Applicant: Tanner Binger; Legal: Binger Second Addition in the NE ¼ 15-115-65; Reason for Petition to Rezone: Reclassify from AG to Commercial.. A second reading will be held January 6, 2026 at 9:00 AM.

BUDGETS/CASH BALANCE

Theresa Hodges, Auditor, reviewed expenditure budget balances, estimated fund cash balances and the estimated general fund surplus analysis for year end.

 LEASE PAYMENT

Motion was made by Siebrecht, seconded by Knox, to payoff the Law Enforcement Center lease with a payment of $159,142.66. All members voted aye. Motion carried.

CONTINGENCY TRANSFERS

Motion was made by Smith, seconded by Knox, to make the following transfers from the Commissioners’ Contingency Budget, Automatic Budget Supplements and Budgeted Cash Transfers:

All members voted aye. Motion carried.

EXECUTIVE SESSION/PERSONNEL

At 9:08 AM a motion was made by Knox, seconded by Albrecht, to enter into executive session to discuss personnel. All members voted aye. Motion carried. Chairman Brian Johnson declared the Board out of executive session at 9:12 AM, with no action taken.
