SPINK COUNTY COMMISSION

REDFIELD, SOUTH DAKOTA

NOTICE OF 3/3/26 PROCEEDINGS

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, March 3, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, and Suzanne Smith. Commissioner Kevin Siebrecht was absent. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA

Motion was made by Smith, seconded by Albrecht, to adopt the agenda. All members voted aye. Motion carried.

MINUTES APPROVED

Motion was made by Albrecht, seconded by Knox, to approve the minutes of the February 17, 2026 Commission meeting. All members voted aye. Motion carried.

CORRESPONDENCE

  • Copy of Doland City’s Renewal Application to SD DANR to Construct and Operate a Restricted Use Storage and Disposal Facility
  • SD Governor’s Office of Economic Development 2025 Annual Report

PUBLIC COMMENT

No one present took the floor.

CONTINGENCY/CASH TRANSFERS

Motion was made by Albrecht, seconded by Smith, to make the following transfers from the Commissioners’ Contingency Budget and Budgeted Cash Transfers:

Budgeted Cash Transfers from 101-0-101 General Fund Cash to:

259,632.00     207-0-101 – E911 Fund Cash

80,056.00     226-0-101 – Emergency Management Fund Cash

7,300.00     229-0-101- Domestic Abuse Fund Cash

All members voted aye. Motion carried.

COMMUNITY HEALTH SERVICES CONTRACT

Motion was made by Smith, seconded by Knox, to approve the contract with SD Department of Health for Community Health Nursing Services that Spink County will provide office space sufficient to carry out ordinary day-to-day duties of the Community Health Office, beginning January 1, 2026 and ending December 31, 2026. All members voted aye. Motion carried.

SHERIFF

Jenna Appel, Sheriff, reported the 911 project is now completed, and gave updates on personnel training. Appel requested to utilize Planning & Development District 3, Yankton, SD, for the GIS data layer of the 911 system.

GIS MAPPING CONTRACT

Motion was made by Smith, seconded by Knox, to approve utilizing Planning & Development District 3 for the GIS data layers maintenance and services for the 911 system and to give notice to GeoComm of the termination of those services under the GeoComm contract. All members voted aye. Motion carried.

HIGHWAY SUPERINTENDENT

Jeff Haessig, Highway Superintendent, reviewed posted weight limit enforcement.

HIGHWAY SUPPLY AND WEED CHEMICALS BIDS OPENED

At 9:00 a.m., time set by public notice, bids for the purchase of highway supplies, rental equipment, hauling and weed chemicals for the period of March 1, 2026 through February 28, 2027 were opened and read.  Jeff Haessig, Highway Superintendent, was present.  Copies of all bids, proof of insurance and specifications are on file in the Auditor’s Office and the Highway Department and open for inspection during normal working hours.

Motion was made by Albrecht, seconded Knox, to table a decision on highway supplies and weed chemical bids until the March 17, 2026 Commissioner meeting after more detailed comparisons have been made.  All members voted aye.  Motion carried.

SECOND READING OF ORDINANCES

At 9:35 AM, 9:20 AM was time given by public notice, the second reading of Ordinance Title 17.02 Definitions and Ordinance Title 17.30 Data Centers were conducted. No one present spoke for or against the ordinances.  Motion was made by Knox, seconded by Smith, to adopt Ordinance Title 17.30 Data Centers and to adopt the revisions to Ordinance Title 17.02 Definitions, as presented.  All members voted aye.  Motion carried.

EXPENSE REQUESTS

Motion was made by Knox, seconded by Smith, to approve the following expense requests:

  • Andrew Rindelaub, Emergency Manager, Salamander Credential Training, Watertown, SD;
  • Andrew Rindelaub, Emergency Manager, Incident Command 402, Pierre, SD;

All members voted aye. Motion carried.
