SPINK COUNTY COMMISSION
NOTICE OF APRIL 14, 2026 PROCEEDINGS
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, April 14, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda with the removal of the executive session from the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the March 31, 2026 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT
No one was present.
PERSONNEL
Motion was made by Smith, seconded by Knox, to promote Kandi Shantz, E911 Dispatcher, to full-time effective 4/13/2026 at $26.44/hr. All members voted aye. Motion carried.
ABATEMENT APPLICATION
Motion was made by Albrecht, seconded by Siebrecht, to approve the Application for Abatement of Property Taxes for the property described as the W 28.5’ of the N 80’ Lot 2 & the N 80’ of Lot 3, Block 1 Herman’s First Addition, Conde City, Spink County, SD, abating and refunding $599.23 of 2023 taxes pay 2024 due to an error on the assessed valuation. All members voted aye. Motion carried.
RENEWAL OF MALT BEVERAGE LICENSES
Motion was made by Knox, seconded by Siebrecht, to approve the renewal of Retail (on-off sale) Malt Beverage & SD Farm Wine Licenses for the following: Mellette Travel Plaza, Vollmers OL 1 & OL 2 located in SW 35-120 64; Kasemeister Creamery LLC, NE ¼ 28-115-62; and Fisher Grove Country Club, SW ¼ 1-116-63. All members voted aye. Motion carried
HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities, filed two agreements for Voluntary Right of Way Donation, Right of Way Certificate, and Utilities Certificate; and requested to advertise for bids.
AGREEMENTS
Motion was made Knox, seconded by Albrecht, to approve the Agreements for Voluntary Right of Way Donation for a perpetual easement of 0.12 acres more or less in the SE ¼ 14-114N-61W and temporary easement on 0.88 acres more or less in the SE ¼ 14-114N-61W; a perpetual easement on 0.15 acres more or less in the SW ¼ of 13-114N-61W and temporary easement of 1.08 acres more or less in the SW ¼ of 13-114N-61W. All members voted aye. Motion carried.
BRIDGE WORK
Motion was made by Knox, seconded by Siebrecht, to approve for Project No. BRO-B 8058(34) SN 58-290-388: the Right-of-Way Certificate, certifying Spink County has acquired all necessary right of way and temporary construction easements required; and the Utilities Certificate certifying that Spink County will move and/or adjust all utilities and the utility companies have been contacted. All members voted aye. Motion carried.
NOTICE TO BIDDERS
Motion was made by Smith, seconded by Knox, to advertise bids to be opened on May 19, 2026 at 9:00 AM, Spink County Commissioners’ Chambers, second floor, Spink County Courthouse, for the purchase of one or more new 2027 model year or newer Twin Screw Tandem Diesel Dump Truck, Cab and Chassis; and one or more new 2027 model year or newer Twin Screw Tandem Diesel Semi Tractor, Cab and Chassis. All members present voted aye. Motion carried.
MAINTENANCE
Derrick Joens, Midwest Pipelining, filed a quote for lining the courthouse main sewer line within the building and a few feet out of the building where it meets up with the clay line that runs out to the city sewer, and reviewed what the process would entail. No action was taken.
Lisa Otto, Maintenance Supervisor, discussed hail damage to the courthouse roof in 2025 that is now causing leaking, an insurance claim has been filed, a total replacement of the roof is recommended, and quotes on the roof replacement are being sought.
EMERGENCY MANAGEMENT/FIRE DANGER EMERGENCY
Andrew Rindelaub, Emergency Manager, requested a burn ban be placed in effect, and the Predisaster Mitigation Plan Project closeout was filed. Also discussed the recent formation of a Spink County Firemen’s Association. Motion was made by Smith, seconded by Knox, to declare a fire danger emergency and enact a burn ban effective immediately. All members voted aye. Motion carried.
PLANNING & ZONING BOARD
At 10:00 AM a motion was made by Knox, seconded by Smith, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.
The Board of County Commissioners reconvened at 10:16 AM after having adjourned as the Planning & Zoning Board.
DIRECTOR OF EQUALIZATION
The Commissioners met with Tracey Millar, Director of Equalization, to hold their annual conference with the Director, SDCL 10-3-14, and stated they are satisfied with her job performance. Millar filed an employee letter of resignation and a computer quote.
PERSONNEL
Motion was made by Smith, seconded by Albrecht, to accept the resignation of Kristina Hausvik, Director of Equalization Clerk, effective 4/24/2026. All members voted aye. Motion carried.
QUOTE
Motion was made by Smith, seconded by Knox, to approve TwoTrees quote of $3,207.81 for the purchase of a Lenovo ThinkStation P3 Ultra Gen 2 workstation, two 24” monitors, plus additional accessories, and onsite setup. All members voted aye. Motion carried.
EQUALIZATION
At 10:33 AM a motion was made by Knox, seconded by Smith, to recess as a Board of County Commissioners and convene as a Spink County Board of Equalization. All members voted aye. Motion carried.
Those present for Equalization included the Board, Tracey Millar, Director of Equalization, Sally Schwab, Assessor, Theresa Hodges, Auditor, and appellants: Diane Tipton & Kerry Dawson, Peterson Bahde-Coleman board members, Dan Appel, Danny & Robin Miles, Art & Nancy Zietlow, and Jenny Nelson via teleconference representing S&S Retnals, LLC . Also present were Jamie Fisk, Bob Roeber, and Steve Wollman. County Board of Equalization member oaths were signed. All appellants present, spoke on behalf of their appeals.
2026 County Board Appeals
Motion was made by Knox, seconded by Smith, to take the Director of Equalization’s recommendation on the presented appeal for the SW ¼ 13-118-60, Spink County, SD, and set the valuation at $337,761. All members voted aye. Motion carried.
Motion was made by Smith, seconded by Knox, to take the Director of Equalization’s recommendation on the presented appeal for the SE ¼ except road 17-120-65, and se the valuation at $454,827. All members voted aye. Motion carried.
Motion was made by Smith, seconded by Knox, to take the Director of Equalization’s recommendation on the presented appeal for Lot 1 Lutter Addition, Redfield City, and se the valuation at $358,313. 4 ayes, 1 nay. Motion carried.
Motion was made by Siebrecht, seconded by Albrecht, to take the Director of Equalization’s recommendation on the presented appeal for the Lots 4-6, Block 13, Original, Frankfort City, and se the valuation at $338,623. All members voted aye. Motion carried.
Motion was made by Smith, seconded by Albrecht, to take the Director of Equalization’s recommendation on the presented appeal for Outlots 81-84 & N 40’ of Outlot 85, Redfield City, and se the valuation at $947,874. All members voted aye. Motion carried.
Motion was made by Siebrecht, seconded by Smith, to take the Director of Equalization’s recommendation on the presented appeal for Lots 15-17, Block 5, Original , Redfield City, and se the valuation at $1,105,059. All members voted aye. Motion carried.
Motion was made by Knox, seconded by Smith, to take the Director of Equalization’s recommendation on the presented appeal for Lots 5 & 6, Prairie Winds Estates , Redfield City, and se the valuation at $371,546. All members voted aye. Motion carried.
Motion was made by Smith, seconded by Albrecht, to take the Director of Equalization’s recommendation on the presented appeal for Lot 4, Block 2, Nelson’s Subdivision , Redfield City, and se the valuation at $599,874. All members voted aye. Motion carried.
At 1:09 PM a motion was made by Knox, seconded by Smith, to recess as a Board of Equalization until April 28, 2026 at 8:45 AM, and reconvene as the Board of Commissioners. All members voted aye. Motion carried.
