SPINK COUNTY COMMISSION PROCEEDINGS

APRIL 28, 2026

The Spink County Board of Commissioners met at 8:00 AM on Tuesday, April 28, 2026, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

 

ADOPT AGENDA

Motion was made by Smith, seconded by Knox, to adopt the agenda. All members voted aye. Motion carried.

 

MINUTES APPROVED

Motion was made by Siebrecht, seconded by Smith, to approve the minutes of the April 14, 2026 Commission meeting. All members voted aye. Motion carried.

 

PUBLIC COMMENT

Jamie Fisk, resident, asked questions regarding CAFO’s.

 

SHERIFF

Jenna Appel, Sheriff, requested a personnel pay step increase and approval to apply for grants; and filed training requests.

 

PERSONNEL

Motion was made by Knox, seconded by Smith, to approve the pay step increase for Robert Coltharp, E911 Dispatcher, to Dispatcher one year at $25.56/hr. effective 5/5/2026.  All members voted aye. Motion carried.

 

GRANT APPLICATION

Motion was made by Knox, seconded by Albrecht, to approve applying for the Highway Impaired Driving Overtime grant($6,100), attendance of the Impaired Driving Safety Conference 2027($3,050) and for the purchase of two Digital-Ally camera systems($7,088), with the equipment being an 80/20 match and the overtime and conference being fully reimbursed; and to approve applying for the Highway Speed Overtime grant($2,100), with the overtime being fully reimbursed. All members voted aye. Motion carried.

 

HIGHWAY SUPERINTENDENT

Jeff Haessig, Highway Superintendent, reported new hires and filed a draft haul road agreement.

 

PERSONNEL

Motion was made by Albrecht, seconded by Knox, to approve the hiring of: Mark Schaffer at $25.00/hr., effective 5/26/2026, for Highway Department summer help; and Brittney Woodward at $22.00/hr., 5/26/2026, for the Highway/Weed Department summer help. All members voted aye. Motion carried.

 

COURTHOUSE REPAIRS

Quotes for replacement of the courthouse roof were filed: All Elements Inc., Monticello, MN, Duro-Tech 60 mil white TPO membrane $101,518.00 plus optional ¼” Dens Deck Option $20,800(hail damage prevention); Hub City Roofing, Inc., Aberdeen, SD, 60 ml fully adhered rubber roof system $115,000.00. Motion was made by Smith, seconded by Siebrecht, to declare the need for emergency procurement and to forego the formal bid process and accept All Elements Inc.’s quote of $101,518.00 with the additional $20,800 ¼” Dens Deck option. All members voted aye. Motion carried.

 

Motion was made by Albrecht, seconded by Smith, to approve the quote of $26,674.00 from Midwest Pipe Lining, Florence, SD, for the descaling and lining of approximately 120 feet of 4”- 6” cast iron sewer line. All members voted aye. Motion carried.

 

RENEWABLE ENERGY TAX

A report of the tax revenue received for Solar LLC and the apportionment amount for taxing entities was filed.

 

EMERGENCY MANAGEMENT

The LEMPG FY2026 2nd quarter report was filed and signed by the Chairman.

 

FIRE DANGER EMERGENCY

Motion was made by Siebrecht, seconded by Knox, to declare a fire danger emergency no longer exists and to lift the burn ban effective immediately.  All members voted aye.  Motion carried.

 

EQUALIZATION

At 8:33 AM a motion was made by Knox, seconded by Smith, to recess as a Board of County Commissioners and convene as a Spink County Board of Equalization. All members voted aye. Motion carried.

 

Those present for Equalization included the Board, Tracey Millar, Director of Equalization, Sally Schwab, Assessor, Theresa Hodges, Auditor, and appellant, Theresa Remily. The appellant present, spoke on behalf of her appeal.

 

2026 County Board Appeals

Motion was made by Albrecht, seconded by Smith, to take the Director of Equalization’s recommendation on the presented appeal for the Lots 2, 2A, 3 & 3A, Rahm’s Third Addition in the NW ¼ 31-117-60, Doland City,  and set the valuation at $844,691.  All members voted aye.  Motion carried.

 

Senior Freeze

There were 47 Senior Freeze applications for 2026.

 

Veteran Exemptions

There were 24 Veteran Exemption applications, with all meeting requirement for 2026.

 

Owner Occupied Additions and Deletions

Filed was the Owner-Occupied list of 24 additions and 39 removals for payable 2027. The list is available in the Director of Equalization Office.

 

Renewable Resources Reductions

There are currently 11 parcels receiving renewable resources reductions: Clark Colony structures “V” “W” “X”, NE ¼ less 2 acres 12-115-60; Hillside Colony Duplexes “S” “T” “U” “V”, SE1/4 less 2 acres 28-115-60; Camrose Colony Laundry/Meeting Room, Camrose Colony Multiple Residents C, NW ¼ 19-117-61; Dalton & Alexandra Tschetter, SW ¼ less lot H-1(LS-home); Miles E & Grace N Mendel, Mendel Addition Lot 2 in NE ¼ 12-115-61.

 

Flooded Land Applications

There were 14 flooded land applications.

 

Tax Exempt List

The tax-exempt list was filed with 147 parcels, 5 new applications and 8 removals.

 

Motion was made by Smith, seconded by Siebrecht, to deny the following tax-exempt applications due to not meeting the criteria of SDCL 10-4-9.1: Peterson-Bahde-Coleman Homes Inc., Lots 15-17, Block 5, Original , Redfield City; Peterson-Bahde-Coleman Homes Inc., Outlots 81-84 & N 40’ of Outlot 85, Redfield City; Northwest District of the Wesleyan Church, W ½ NW ¼ 15-120-61; and Northwest District of the Wesleyan Church, NW ¼ SW ¼ 15-120-61. All members voted aye. Motion carried.

 

Motion was made by Knox, seconded by Smith, to approve the above Senior Freezes, Veteran Exemptions Owner Occupied additions and deletions, Renewable Resources reductions, Flooded Land applications and tax-exempt list, except for the four parcels denied. All members voted aye. Motion carried.

 

Motion was made by Smith, seconded by Albrecht, to approve the unorganized township assessment rolls. All members voted aye. Motion carried.

 

At 9:06 AM a motion was made by Knox, seconded by Smith, to adjourn as the Spink County Board of Equalization, and reconvene as the Board of Commissioners. All members voted aye. Motion carried.

 

GRANT PROGRAMS

Joe Fiala, SD Governor’s Office of Economic Development, reviewed the Reinvestment Payment Program and the Local Infrastructure Improvement Program. Also, discussed was the Agri-Business Grant available through SDDOT.

 

EXPENSE REQUESTS

Motion was made by Smith, seconded by Knox, to approve the following expense requests:

  • Wyatt Anderson and Trent Remily, Sheriff Deputies, Proactive Patrol Tactics;

 

All members voted aye. Motion carried.
