SPINK COUNTY COMMISSION

NOTICE OF 9/16/25 PROCEEDINGS MINUTES
REDFIELD, SOUTH DAKOTA

The Spink County Board of Commissioners met at 8:30 AM on Tuesday, September 16, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht, and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.

ADOPT AGENDA
Motion was made by Smith, seconded by Knox, to adopt the agenda with the addition of a personnel pay step increase under the Sheriff and the removal of the RAIF payment under other business. All members voted aye. Motion carried.

MINUTES APPROVED
Motion was made by Siebrecht, seconded by Albrecht, to approve the minutes of the September 2, 2025 Commission meeting. All members voted aye. Motion carried.

PUBLIC COMMENT
No one present took the floor.

LEMPG AGREEMENT
Motion was made by Smith, seconded by Knox, to approve the Emergency Management FFY2026 LEMPG agreement between the State of South Dakota and Spink County for agreed upon activities & products which will justify local funding assistance during the period 10/1/25 to 9/30/26. All members voted aye. Motion carried.

PHONE SYSTEM
Theresa Hodges, Auditor, filed a revised quote from NVC on updating the courthouse phone system, noting the price change on the cost per phone from the spring 2025 quote. Motion was made by Smith, seconded by Knox, to rescind the action taken on May 20, 2025, to approve Midco VoIP Phone Pro plan that requires a 60-month agreement. All members voted aye. Motion carried. Motion was made by Siebrecht, seconded by Smith, to approve NVC’s quote of $6,850 for 22 hosted phones and a 24 port Cisco POE switch, plus reoccurring monthly charges and potential additional costs for adequate cabling, for hosted voice services. All members voted aye. Motion carried.

REPORT OF SALE
Hodges, Auditor, reported there were no bidders at the auction on 9/10/2025 for the sale of the S 135’ of Lot C, Block 3, Lakeside Addition, Redfield City, Spink County, SD. Other potential options for selling the property will be reviewed and presented at the next meeting.

SHERIFF
Jenna Appel, Sheriff, gave an update of activities, and requested approval to apply for a grant and for a personnel pay step increase. Also discussed were E911 contract negotiations with Faulk County, with a verbal counter from Faulk County to pay 90% of their surcharge revenue to Spink County rather than the initial proposed 100%, the current rate is 66.67%. The consensus of the board was to proceed with the 90% counter.

GRANT
Motion was made by Knox, seconded by Siebrecht, to approve applying to the State of South Dakota for grant monies to host a DUI cannabis training. All members voted aye. Motion carried.

PERSONNEL
Motion was made by Smith, seconded by Knox, to approve a pay step increase for Wyatt Anderson, Deputy Sheriff, to certified deputy 1st year at $28.29/hr. retroactive to 5/19/25 when he became certified. All members voted aye. Motion carried.

HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities, filed a RAIF grant payment request, reported on the denial from the SDDOT on 2026 preliminary engineering bridge improvement grant applications for structures 58-087-170 and 58-116-170, and requested to set the 5 year plan meeting,

RURAL ACCESS INFRASTRUCTURE FUNDING
Motion was made by Knox, seconded by Smith, to approve Conde Township’s request for payment on grant awards for the replacement of culverts 58-3540-0424, total project cost $27,177.16 80% grant award, based on estimate, $21,224.00; and culverts 58-3447-0423, total project cost $28,461.55, 80% grant award, based on estimate, $21,224.00. All members voted aye. Motion carried.

HIGHWAY- 5 YEAR PLAN
Motion was made by Smith, seconded by Siebrecht, to set and advertise the public meeting for the Spink County’s Five-Year County Highway and Bridge Improvement Plan for October 7, 2025, at 9:00 AM. All members voted aye. Motion carried.

TREASURER
Amy Michlitsch, Treasurer, filed two quotes for an updated counter and desk systems: Keller Cabinets, Inc., $18,032.22; Wooden Mallet Custom, $17,027.85. Motion was made by Smith, seconded by Siebrecht, to approve Wooden Mallet Custom’s quote. All members voted aye. Motion carried.

RESOLUTION (#25-18)
ADOPTION OF ANNUAL BUDGET FOR SPINK COUNTY, SOUTH DAKOTA
Whereas, (7-21-5 through 13), SDCL provides that the Board of County Commissioners shall each year prepare a Provisional Budget of all contemplated expenditures and revenues of the County and all its institutions and agencies for such fiscal year and,

Whereas, due and legal notice has been given to the meeting of the Board of County Commissioners for the consideration of such Provisional Budget and all changes, eliminations and additions have been made thereto,

NOW, THEREFORE BE IT RESOLVED, that such provisional budget as amended and all its purposes, schedules, appropriations, amounts, estimates and all matters therein set forth, SHALL BE APPROVED AND ADOPTED AS THE ANNUAL BUDGET OF THE APPROPRIATIONS AND EXPENDITURES FOR SPINK COUNTY, SOUTH DAKOTA and all its institutions and agencies for calendar year beginning January 1, 2026 and ending December 31, 2026 and the same is hereby approved and adopted by the Board of County Commissioners of Spink County, South Dakota, this 16th day of September, 2025.

The Annual Budget so adopted is available for public inspection during normal business hours at the office of the County Auditor, Spink County, South Dakota. The accompanying taxes are levied by Spink County for the year January 1, 2026 through December 31, 2026.

Motion was made by Knox, seconded by Albrecht, to approve the 2026 Budget with the following amendments: to capture growth on the tax revenue, and to increase the following expenditure lines: Treasurer by $5,400 and Government Buildings by $8,000 for the updating of the counter and desk systems in the Treasurer Office; and Opioid-Other Health Assistance Service by $45,000, for the use of restricted settlement funds for the support of Reflections Recovery Home. All members voted aye. Motion carried. Changes to the 2026 Provisional Budget as they appear below:

2026 Secondary Road Levy – $34,300 – *$34,367

*County Valuation of 2,2384,940,943 will have a 1.591 mil levy assessed for the General Fund; Secondary Road Valuation of 45,386,042 will have a 0.735 mil levy assessed.

An update was given from the SDACC/SDACO County Convention held last week in Pierre.

PLANNING & ZONING BOARD
At 9:54 AM a motion was made by Knox, seconded by Siebrecht, to recess as a Board of Commissioners and convene as the Planning & Zoning Board. All members voted aye. Motion carried.

The Board of County Commissioners reconvened at 10:58 AM after having adjourned as the Planning & Zoning Board.

REZONING
Recommendation for rezoning Binger Addition in the NE ¼ 15-115-65 from AG to Commercial, was received from the Planning and Zoning Board. Motion was made by Siebrecht, seconded by Smith, to set the rezoning hearing dates: First Reading on October 7, 2025 at 9:45 AM; Second Reading on October 21, 2023 at 9:45 AM; and to advertise as required. All members voted aye. Motion carried.
