NOTICE OF 9/2/25 MEETING MINUTES
The Spink County Board of Commissioners met at 8:30 AM on Tuesday, September 2, 2025, at the Spink County Courthouse. Present were Commissioners Dave Albrecht, Brian Johnson, Brett Knox, Kevin Siebrecht and Suzanne Smith. Chairman Brian Johnson opened the meeting with the Pledge of Allegiance.
ADOPT AGENDA
Motion was made by Smith, seconded by Siebrecht, to adopt the agenda. All members voted aye. Motion carried.
MINUTES APPROVED
Motion was made by Smith, seconded by Knox, to approve the minutes of the August 19, 2025 Commission meeting. All members voted aye. Motion carried.
CORRESPONDENCE
- SD DANR Re: Revised Nutrient Management Plan; Gatzke Feedlot, LLC
PUBLIC COMMENT
No one present took the floor.
SHERIFF
Brett Christman, Chief Deputy Sheriff, gave an update of activities.
POLICIES
Theresa Hodges, Auditor, presented recommended policies from the county’s worker’s compensation and liability insurance carriers, the four policies were: Safety Manual -Active Threat Policy, Operational Manual – Media Policy and citizen complaint form and Personnel Manual- updates to the Recruitment &Selection Policy. Motion was made by Knox, seconded by Smith, to adopt the three policies and one form as presented. All members voted aye. Motion carried.
2026 BUDGET HEARING
At 9:00 AM, time set by public notice, a hearing was held for public input on consideration of the 2026 budget. Changes to the provisional budget will be finalized at the September 16th meeting.
LEMPG
The FY 2026 LEMPG agreement with the State of South Dakota was filed, the contract states 50% reimbursement of the Emergency Manager’s salary and benefits, but for fiscal year 2025 and 2026 the funding is capped at $18,848 due to federal funding cuts. No action was taken on the agreement.
RESOLUTION OF CONTINUED PARTICIPATION IN THE ABERDEEN-BROWN COUNTY REGIONAL RAILROAD AUTHORITY AND AUTHORIZING THE CHAIR TO SIGN THE SECOND RESTATEMENT OF THE AGREEMENT ESTABLISHING THE ABERDEEN-BROWN COUNTY REGIONAL RAILROAD AUTHORITY (#25-17)
WHEREAS, SDCL Chapter 49-17A authorizes the creation of regional railroad authorities; and
WHEREAS, the Aberdeen – Brown County Regional Railroad Authority was established in 1991 and restated in 2007, and membership currently includes the City of Aberdeen, Brown County, Edmunds County, Spink County, and Beadle County(collectively, the “Members”); and
WHEREAS, the Members in 2025 desire to amend and restate the Agreement by which the ABCRRA is organized and operated.
NOW, THEREFORE, BE IT RESOLVED that Spink County shall continue its membership in the ABCRRA in accordance with the Second Restatement of the Agreement Establishing the ABCRRA.
BE IT FURTHER RESOLVED, that Suzanne Smith is hereby appointed as the Commissioner and Kevin Siebrecht is appointed as alternate Commissioner of the ABCRRA from Spink County for a term of three (3) years.
BE IT FURTHER RESOLVED, that the Chair is authorized to sign the Second Restatement of Agreement evidencing Spink County’s continued membership in the ABCRRA.

HIGHWAY SUPERINTENDENT
Jeff Haessig, Highway Superintendent, gave an update of activities.
TREASURER
Amy Michlitsch, Treasurer, filed a quote for the purchase of a new computer, and a quote for a new counter and workstations for the department. Michlitsch will attempt to get additional quotes on the counter and workstations.
QUOTE
Motion was made by Knox, seconded by Siebrecht, to approve the quote from Twotrees Technologies, Watertown, SD, in the amount of $1,760.00 for the purchase of an HP EliteDesk computer, monitors, and onsite installation. All members voted aye. Motion carried.

Motion was made by Smith, seconded by Siebrecht, to approve the following expense requests:

- Denise Fliehe, and Ericka Dale, Assessors, First 3 Workshop, Pierre, SD;
All members voted aye. Motion carried.
